-Consultant Agreement
Members of the Council:
The Landfill Environmental Monitoring progra~ was select~d by the
Policy and Services Committee for rev~ew of the consultant
selection process; however, it is imperative that the consultant
begin work quickly in order to complete the data for the September
3C, 1993 reporting deadline. Faced \!lith this deadline. Public
Works staff had already completed the consultant selection process
and negotiated an agreement with EMCON Associates prior to Policy
and Se~-viceB Corr.mittee'B selection of this project for review.
Based OD the policy approved b}>' the Finance committee in 1.990 that
allows submittal directly to Council for consultant contracts
involving: ·unplanned, mandated studies (often with a tight
implementation deadline) .... including environmental compliance
studies at t.he Landfill related to recycling. air emissions.
leachate, groundwater, methane gas, hazardOUS waste, disposal
etc.,· staff haa sl~tt.ed the agreement with EMCON Associates
directly to Council for approval.
