Joint Venture: Silicon Valley Network is a non-profit organi~at1on
workinq to promote the economic competitiveness and quality of life
in the qreater Silicon Valley region. Joint Venture: Silicon
Valley (JVSV) is beginning its thirQ year of ~ork and, to support
its activities, is seeking f~ndinq from local government agencies
as well as the private soctor4 The City of Palo Alt~ has received
a request to contribute $15, OOO~ I recommend approval.

Joint Venture: Silicon Valley had its beginnings in January 1992
when a group of busines.s assoc~ations commissioned SRI
International to prepare a study of the Valley's economy. The
report, An Economy at Risk, identified fourteen wa~ning signs about
the Valley's future.
In october Qf 1992, an expanded group of concerned business,
government, and co~~unity leaders 'Jndertook Phase II of JVSV which
had the follOWing mission: "To develop and launch a collaborative
stra,tegy to compete in the global economy and create balanced
economic qrowth, incr.easing indiviaual prosperity, and a high
quality o~ life.-At the start of the Pbase II process, thirteen
workinq groups were orqanized around infrastructure and industry
themes. Each group was co-chairad by senior community leaners,
staffed by a facilitator, and made up of volunteers from around the
Valley. Mere than 700 volunteers actively participated in groups
investigalinq various industry sectors Sl.lch as bioscience,
space/def~nse, software and communications ana addressinq
infrastructure issues such as ne'W business formation, tax and
.fiscal policy, and the regulatory climate. Over a four-month
period, the working groups moved from identifying issues, to
generating possible solutions, to developing action initiatives.

l\y February 1993, the worldng groups had generated 4·) potential
projects. Eacn had an implement!!ltion plan and. volunteers and
organizations interested in le:ading the. charge to de'l'elop and
implement the projects. Between March and May, the ~~ampions of
the projects developGd finAl business plans and, in the process,
grouped tbe projects into thirteer. major initiatives. At the
conclilsion of Phase II, JVSV issued its reptJrt Blueprint for a 21st
Century Community which summarizes JVSV's work trom its inception
throuqh Phase II and provides the business plans for the thirteen
initiatives. A copy of the report is available in my office.
Phase III, the implementation phase, is presently underway, guided
by a net...,orkinq board of directors. Attachment 1 to this report is
an information sheet from JVSV ~hich diagrams the orqanization and
lists the qoals and objectives of the thirteen initiatives. The
JVSV board serv~s as the overall policy setting and coordinative
mechanism for the various initiatives; memoranda of unda~standing
outline tha specific objectives that each initiative is pursuing
and the specifi~ nature of the relationship that each initiative
~ill have with the Joint Venture twerall. Those relationships
differ. For e~ample, Smart Valley Inc. is now its own separate
organization and is developing its own source of fundinq. The
RegUlatory Streamlining' initiative, on the other hand, remains
fully under the JVSV boara and its stafting and funding aS$istanGe
coae directly from JVSV.
Former state senator Rebecca Morgan joined JVSV in 1993 as
President/CEO. The presence. of fulltime staff provides the
structYre essential to keeping the initia~ives movinq forward.
Att~chaent 2 is a progress report issued in December 1993 citinq
~~e major accomplishments of the initiatives to that date.
The JVSV board established a $2 million budqet for fiscal year
1993-94. Thus far, financial support for SVJV has coce larqely
from the private s~ctor and that likely will continue to be the
case, with the exception of federal grants that are being souqht.
Atta~ne 3 lists the pledges rec~ive.d durinq the period July 1 -
De~r 31, 1993. Letters from the co-chairs of JVSV, Mayor Susan
Ham.:mer of San Jose and Ed. McCracken, CEO of Silicon Graphics,
initially were sent to Silicon Valley cities in lato October 1993,
requesting consideration of contributions to support the JVSV
Network. Contribution levels were suggested, based on population
and annual budget sizec However, Joint Vent~re CEO Becky Morgan
suggested a d~lay in aqendizinq the request in order to provide
time for briefings on JVSV. Presentations have recently occurred
before the Santa Clara county city Managers Association and the
santa Clara County Cities Associ~tion. A sl.Obsequent letter has no ....

For several reasons, I believe it is appropriate for the city to
honor the request from JVSV. Joint venture; Silicon Valley Network
is an excellent exall1ple of a pu."'blic/private partn~.;rship. There are
numerous participants from Palo Alto firms as ~ell as City staff
actively engaged in the 'Worle of the various initiatives~ 'l'hoa
initiatives are addressing issues which are of major importance to
the economic wellbeing of Palo Alto. JVSV'S emphasis on retaininq
existing industry and &upportinq the growth of new busine&se.s
coaplements our own efforts and qoals in Palo Alto. Furthermo~e,
there is a common interest in the advancement of communications
technology and information services.
The ~lestion was raised during the presentation at the Cities
Association whether ;;VSV 'Will return to cities for additional
contribUtions in the future. That possibility cannot be ruled out.
However, since tbe various initiatives have had measurable service
objectivee developed, should additional funding requests occur in
the future, data Yill be available as to o~ganizational
accomplishment.
Becopendation
It is my recommendation that the Council approve the request for a
contribution ot $15,000 to Joint Ventura: Silicon Valley Network.
If the council endorses this -recommendation, a Budget Amendment
ordinance will be placed on a subsl!:!oquent consent calendar ror
C~~cil approval.

W13Jlimously approved a $25,000 investment this week. Sao Jose has OQnin lruted

contributions for approval within the next two weeks.
