On July 13, 1993, representatives of Management and Local 715 r
Service Employees' I.nternational Union (SEIU) reached. tentative
agree.ent to extend the. current two-year aqree.m.ent endinq April 30,
1993 until April 30, 19944 The agreement covers 554 field, offi~e
and professional employees ana has been ratified by a vote of the
membership. '!'bis report sUDDlIarizes provisions of the extension ar.d
recoamends its implementation by adoption of the attached
alWIndments to the Me1lorandum of Agreement and compensation Plan for
Classified Employees.
The contract extension provides for a salary increase of 3 percent
effective Kay 29, 19934
other amendments to the agreement include various items such as the
addition of 1an9l1age to provide for federal and state-manclated
family leave, employer-paid monthly premium increases for employees
and dependents eligible for the PEMHCA Health Plan, development of
informational training workshops on safe ergonomic work practices,
and minor language lIodifications to contract sections regarding
contents o~ pe~sonnel files and reductions in [orce4
All amendments to the agreement are attached to this report.
Changes negotiated this year are indicated by shacling.
The total cost of the extension to the agreement is $894,100, or
2.77 percent of total salaries and benefits.

Personnel covered by this plan shall receive compensation within the
salary raft96S set forth in the salary Range Tables that follow
Section ZI. These tables reflect a 3' increase at the E-Step effective
with the pay period inclucHng May 29, 1993, applied to all
claasiflcations 'in the representation unit. The salary range tor each
position cla&ls.ification title and. number is expressed in bi-weekly
and/or hourly rates alonq with the approximate monthly and/or annual
equivalent.
B. Est:abliabJHmt....gf Salary
The City Manager is authorized to make appointments to or advanceaents
with the prescribed ranqes upon evaluation of employee qualification
and pe.rforaance.
Merit advancements froa the first salary step' to the second sa lazy step
shall be granted at six-month intervals and between the second ana
subsequent steps at one-year intervals if the affected employee has
de:aonstrated continued improvement and efficient and effactive service.
For the purpose ot deterainlnq step time reqoJ.irements, time will

entrance onto a salary step.. Step increases shall be effective on the
first date of the payroll period in which the time and perfonoance
requireaents have been met.
In the event that a downward ad.justment of a salary range indicates a
recl1lction in the established salary of an individual employee, the city
Manager say if cirCUlllStances warrant., continue the salary for such
employee in an amount in excess of the revised. range maximum for a
reasonable period of time. Such interim salary ranges shall be ae£ined

A. Annual AdjuStmeDt
Annually, each employee who holds a regular full-time or regular part
time appointment in the aunicipal service on or before July first and
continues in such status through the first pay period in December sh~ll

Employees not ~therwise excluded from rece~v~ng overtime pay who
are called out to perfo~ work shall be compensated for at least
two hours' pay for each occurrence a~ the appropriate overtime
rate.. This provision does not apply to employees called out to
work wbile earninq pay for being in a standby status.
D. Hight §bift Prpium
An additional $1.05 per hour, efrective with the pay period including
May 1, 199~ and $1.10 per hour# effective with the pay period includinq
May I, 1992, night shift premium shall be paid to employees for work
pe.rfonaed between 6:0C p.m. and 8: 00 a.m. A minimum of t'Wo hours must
be worked between 5:00 p.m~ and 9:00 a.m. to qualify for the premium.
~ployees who regularly work niqht shifts shall receive appropriate
night shift premiams, relatinq to night shift hours 'Worked., in addition
to base pay for holidays, sick leave and vacation.

E. pnifgrl Allowance
•
Foothill Park employee~ who are required to wear specific clotbinq in
the partormance of" their jobs shall reeeive three hundred dollars:
($300), effective with the pay period including May 1, 1989 and three
b~ fifty dollars ($350) witb the pay period including May I, 1990,
per year uniforll allowance. Parklnq Monitors, Animal control Officers
and Coamunity Service Officers, Wben assigned to the Traffic Division,
shall be issued city-owned uniforms tor which cleanint; will be
provided. All uniform allowances shall be paid bi-weekly.
F. tool AllOWAnce
1. Mechanics in Equipment Maintenance shall be paid an annual tool
allowance of $383 effective with the pay period includinq May 1,
1991, and $402 effective with pay reriod including May 1, 1992.

G. Group :Jnsuri1!l!nee
1 . Bu.lth plan
The city shall pay all premium payments on behalf o~ employees and
dependents who are eligible for the employee-selected Public
~loyees' Medical and Hospital Care Act (PEMHCA) optional plan.
(a) Retiree Medical Provisions.
(1) Monthly City-paid preraium contributions for a retiree
selected PEMHCA optional plan will b.e made as provided
under the Public Employees I Medical and Hospital car9 Act.
2 • DentAl plan
The ci~ shall pay all preJIium payments on behalf of employees, and
dependents of employees, who are eligible tor coverage under the
CIty's self-insured dental insurance plan. The maximum benefits
per calendar year shall be $2,000 effective January it 1990.
The City shall as&UlIe any premium. rate increase in existing
eaployee and dependent dental coverage.
3. lI&io Life Insurance
Tbe City shall continue the basic life insurance plan as currently
in effect for the tera of this compensation plan.

~ City shall continue the long tera disability insurance plan
currently in effect tor the term of this compensation plan. with an
increase in tlle maximum benefit level under Plan A to $4,000,
effective July 1, 1991.. For-Plan A, employee coveraqe ie. subject
to a voluntary payroll deduction of the insurance premium
applicable to the fi~st $6000 of monthly salary, less a credit of
$11.17 per month to be paid by the City.
For Plan S, the maximum benefit level is $1800 o! MOnth. Employee
coverage is subject to a voluntary payroll deduction of the
insurance premium applicable to the first $2000 of monthly salary
for Plan B: the city will pay premiums in excess thereof.
The City will pay up to $17.50 per lI10nth toward lonq tat'll
disability insurance premiums for those employees without eligible
depen~ents covered under the health insurance provisions_

~loyeest Retirement SysteJl!: 1/50th at age 60 formula act.
Employe.es. who retire and were employed by the city on or before
April 1, 1977, and spouses of deceased employees who were employed
by the City on or belore April 1$ 1977, shall continue reductions
in utility rates. All retired employees and spouses of deceased
ellployees shall also have residential privileqes at City libraries,
refuse disposal area, qolt course and swimminq pools.

2. Effective with pay period includin<J May 1, 1964, the City will pay
the 7' 8JIl)1oyee.'s retirement contribution to the Public Employees 1
Ibotir"""",t System (PERS). SUch piclc-up contri"utions shall be paid
by the City in lieu oL 9aployee contributions notwithstandinq the
:tact that such pick-up of contributions say be desiqnated as
uployee contributions for purposes of PERS. For purposes of
negotiation hereafter, the payment by the city of the employee's
contribution shall be deemed a 7' adjustment in sala.ry for t-.be year
Kay 1, 1984 through April 30, 1985.
3. Notwithstanding Section 2 a.bove, upon filing a notice of retirement
the 7' City-paid PERS contribution will be converted to a salary
adjustment of' equal amount on a one-time irrevocable basis for the
final twelve months immediately prior to a retireme!lt, provid.ed
that all of the following conditions are met:
Ca) The employee must have at least 20 years of city service as of
the date of retirement, or for employees hired prior to May 1,
1989, must attain at least the age of 55 at the date of
retirement, or qualify for the Maxiaum PERS benefit factor.
(b) TVe~ve .onths prior to retirement the eaployee :must qive notice
to the City for a retirement date certain.
(c) DUring the 12-month conversion period., the employee shall pay
PBRS e.ploy~ contributions.
(d} All provisions of this subsection are subject to a ~onditioned
upon compliance with IRS regulations •
