This report request6 that Council award a contract in the amount
of $638,325~ to Bay Pacific Pipelines, Inc. for water ~ain
replacements on various streets within the City of Palo Alto. In
addition, staff recoll11lends that Council authorize the city
Manager or her designee to execute one or more change orders to
the contract with Bay Pacific Pipelines, Inc. for additional
related but, unforeseen work. The value of these change orders
shall not exceed $76,600. FUnds for this project have been
appropriated i~ the FY 92/93 Capital Improvement Program budget
for water main replacements.
Backgrgund
As water distribution systems aqe, it becomes necessary to
replace the mains on a cyclic basis. Replacement becomes
necessary when the existing mains show extensive signs of
corrosion, are subject to re-occurrinq breaks which cause
extensive maintenance expenditures, or when the materials of
construction prove to be inadequate. !n very old water systems,
some mains are inadequate in size to supply required pressure and
flo~ for fire protection. Staff has identified the mains in this
project as beinq subject to re-occurrinq breaks.
Project pescription
The prapo&ed project will replace 8,500 linear feet of deficient
water main as shown on the attached ~ap. Phase VII of the Water
Main Replacement Project continues an approximate loo-year
replacement cycle for the City's Water Distribution system.
When the Finance and PUblic Works cc~ittee conducted its annual
project review, this project was not selected for fu~Jher review
by the Committee or partiCipation in selecting the contractor.

This project bas been determined to be cateqorically exempt from
CEOA requlremerlts.
Bid Eyaluation
The project was sent out to 32 contractors for competitive bid.
Bids were received from six qualified bidders on July 20, 1993,
as indicated on the attached bid SWImUlry. The low bidder was Say
Pacific Pipelines, Inc. at $638,32S~ The engineer's estimate was
$872,550.

Staff recommends that council:
1. Authorize the Mayor to execyte a contract with Bay Pacific
Pipelines, Inc. in the amount of $638,325. for the water
Main Replacement Phase VII; and
2. Authorize the city Manager or her desiqne8 to neqotiate and

Pacific PipelJnes, Inc*, the value of which chanqe orders
