Report in Brief
This report requests that Council award a contract in the amount of
$119,824.65 to Interstate Grading-and Pavinq, Inc. of south San
Francisco.. california, tor Arastradero Creek Access Road
Improvements. In addition, stuff recommends that Council authorize
the city Manager or her desiqnee to execute one or more change
orders to the contract for additional related, but unforeseen work.
The value of these ~~nge orders shall not exceed $14,378.96. Funds
for this project are available in the FY 92/~3 Capital Improvement
Program Budqets of the Water, Gas, Wastewater and Electric
Utilities. Project Drawinqs and Specifications are available in
the City Clerk's Office for review~
Background
Construction access from Corte Madera Pump Station on the
Arastradero Preserve to Foothills Park was built in ate early
nineteen sixties when t.he utilities lines, reservoirs and pump
stations were initially installed. The construction aCCQSS was not
improved tc an all weather road at that time and has functionally
disappeared as an utility maintenance access in certain areas alonq
the alignment of the utilities. The City operations Vehicles were
not driven in these areas because of the road deterioration~ The
utilities were maintained by staff carying tools and equipmer.t to
the repair area ~ The repairs. and maintenance that is now necessary
requires heavy equipment which must roll to the repair locations.

The oriqinal construction access need~ to be improved to an all
.... eather srJ.rface so that ci t}~ operations t'taff and their emergency
repair equipment will have safe, reli~bla ana necessary access to
these vital utility facilities. The attached map outlines the
project location.
Pro1ect Qe5cri~
The propoged project is approximately one and one half miles long
and will include the follo~ing: yideninq the access to 10 feet,
compacting a subbase and installation of six inches of base course.
Road qecmetric design, pipes, culverts and drop inlets ~ill be used
to drain and prevent erosion while maintaining, as close as
poss1l:::l1e, the surrounding environment in its existing natural
condition.
The above project concept has been extensively reviewed and
approved by the Planning Department, ARB Senior Planner. Changes
from the original.ly proposed project include the (ollowi09: project
alignment vas changed in order to save existing wild plants, the
width ot the original access road was reduced from 14 feet to 10
feet, asphalt and chip seal surfycin~ was removed from drawings,
and protective structures were added to improve drainage at the
bases of 23 trees.
Bid Evaluation
The project was sent out for coapetitlve bid to eleven firms. Bids
were received from 3 qualified bidc1ers on June 15, 1993, as
indicated on tbe attached bid summary. The bids !""anqed fr·:--. a low
ot $11.9,824.65 t9 a high o£ $226,279.00. The utIlity Engineer's
estimate i~ $152,772.48.
Tbe lowest responsible bidder was Interstate Grading and Paving,
Inc. Staff finds the low bidder to be qualified to safely perform
the work.
Enyironmental AsseSSment
A negative declaration of no significant enviro~ental impact has
been prepared and is attached to this r~90rt. The environmental
assessment haa been revised to reflect the modifications that were
made to the proposal to reduce impacts (~iQth narrowed to 10 feet
with no turnouts, base ~ock surface onlyj. This revised EIA vas

OUr neighbo"Chood is concerned about th2 reliability of utility
services to the Hills. After eX""periencing four long (four plus
hours) power outages since April, I was asked as President of our
Association to investigate and solicit improvement of the
reliability of our electrical service~ After meeting with the
Manager of Engineeri~q. Mr. Beanland, I learned about the causes of
these outages and priorities of the City to reestablish service.
Specifically, the Hills are the last on the list because of several
factors, such as density of p~pulation and difficulty in access.
I also learned about the postponed replacement of rotting
electrical poles following the creek at Arastradero open space
because the Council is loathe to maintain the utility road in an
Open Space Zone.
While many may think it is a nice idea to have undeveloped areas
without roads in open Space Zones, oux neiqhborbo04 feels we have
• riqht to reliable utility service and expect Ollr mainten8..Doe
crews to have appropriate, safe and. timely access to mainta.in
electric, gas and SRYer service. We have read the staff reports of
the condition and requirements of this project and are appalled
that the council has dragged this on for 50 long4 The City chose
to install tbese utility lines in what bas become an open Space
Zone. Bw~# your obligations to maintain that lltility remain, Open
Space Zone or not~
We urge you to do the right thing4 Vote "yes" for the Arastradero
Creek Access Road Improvements Project.
