The purpose of this report is twofold; 1) to convey the results
of the City CQuncil~6 $~l,OOO.OO expenditure in February of 1993 1
which jointly funded with Stanford University an ad hoc effort to
investigate p~anning issues for the island of land bounded by
~ma street, Embarcadero Road, El Camino Real and San
Francisquito Creek; and 2) to request further joint participation
in funding a preliminary feasibility s~udy of the major "Dream
Team" charette results. A Y..ldget amendnlent ordinance
appropriating $21,250.00 is attached to this report + These funds
would be used to explore the tec~~ical feasibility of the major
concept1.1.al solutions revaaled in the charette, ir..cluding
development of a refined Conceptual Design Plan that is necessa~y
to undertake realistic cost estimation and financial analysis.
Members of the staff and Cornprehensi~,Te plan Advisory Committee,
supportive of the wDream Team~ charette process and concepts,
need to learn more about the feasibility of the initial design
concept before considering incorporating the ideas into the
Comprehensive Plan and pursuing more detailed implementation
efforts.
JW:KGRQUND
On March 26 through 2B, 1993, the City of Palo Alto and Stanfo-.:d
University cosponsored the ~Dream Team" Design Charet~e at the
Holiday Inn in Palo Alto. Four professionals and nv.merous
members of the community and the general public were invited to
attend and participate in an experimental process, whicb led to
some schemztic land use and transportation solutions in the study
area. These solutions were derived in an interactive design

exercise, ...... here community members and "stakeholders" engaged in
cooperative problem-sol ving .... ith the professionals. The
enthusiasm and 5yner~' which characterized the sessions were
captured an videotape by volunteers, and the video for th~ final
presentatio~ session is included in Council Me~~er3' packets (and
at the libraries for memb~rs of the public). A complete
description of the charette process and the urb&n design and
trar-sportation schematics is described in the attach2d
publication ~Drearns to Visions -A Surnrra~y of the Stanford/Palo
~to Interface Urban Design Charette."
Most merr.bers of the public who participated in the ever.t carn=
away from it inspired and eager to further progress toward the
goals identified. The Red Cr-oss~ the Urban Design COTI1rnittee, and
members of the community are interested in taking the next step
toward further exploring the ideas. City and Stanford staff and
several members of the public have continued to meet every ether
Wednesdar at the Red Cross Euilding. The profession.als who were
invited to the chare~te identified the next step to take as a
feasibility study to consider, among other things:
The feasibility and operational implications of lowering the
railroad;
-The effects of depot location and roadway network on
existing and futur~ surface transit systems;
The effect of roadway and path changes on local '\~ehicular,
bike and pedestrian circulation; and
-The 1and use and real estate potential created by the ~ew
development opportunities.
Stanford has again offered to share costs for this endeavor. A
scope of se~ices submitted to S~anford by Peter Walker William
Johnson and Partners is attached, with identified costs of
$39~500. Staff recommends that a $4~OCO contingency be added to
this estimate, thus bringing the total budget to $42,500, to be
evenly divided between the City and th@ ~niversity+
Shou~d the technical feasibility analysis prove positive and
worth pursuing. the City could then decide on ~hether to embark
on a further study of financial feasibility and funding
techniques and opportunities. Stanford has indicdted that we may
be able to obtain some of this econoro~c advice on a pro bono
basis. If not, another budget amendment request would be brought
to council at the conclusion of this feasibility study to cover
this cost+ If financially feasible, it may be desirable to fold
the -Dream Team-plan into the final Con~rehensive Plan Update.

Peter Walker, in his scope of services, has recommended that a
citizen/landowner/stakeholder committee be appointed to work with
him on the technical feasibili t}f study. It is envisioned that
this ~ommittee would be a committee of approximately ten persons,
appointed by the Mayor and comprised of CPAC members, citizens
from various affected neighborhoods, rep=esentatives ot the
Downtown merchants and property owners, tenants of the study area
(i.e., the Red Cross, Holiday Inn, the Joint Powers Board, etc.),
and Palo Alto Medical Foundation, Stanfa~d and City staffs.
RECOMMBNDATION
Staff recommends that the City Council approve the attached
budget amendment ordinance appropriating $21,250 for joint
funding, with Stanford University, of a technical feasibility
study of the "Dream Team~ charette results. It is further
recommended that Council authorize the Mayor to appoint a
citizen/landowner/stakeholder cCJ1nlittee to assist the consultant
in the technical feasibility study.

AMENDINC THE BUDGET FOR THE FISCAL YEAR 1993-94
TO PROVrDE AN ADDITIONAL APPROPRIATION FOR
THE PLANNING DIVISION OF THE PLANNING DEPARTMENT
FOR A PRELIMINARY FEASIBILITY STUDy OF
THF OREAl! TEAM DESIGN AND PLANNING SOLUTIONS
WHEREAS, pursuant to the provisions of section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
21, 1993 did adopt a budget fer fiscal year 1993-94; and
WHEREAS, Planninq Department statf participated in an ad hoc
City-St4nford-Community committee (the ·Oream Team~) investigating
planninq issues on the island of land bounded by Alma Street,
Embarcadero Road, E1 camino Real and San Francisquito CTeek; and
WHEREAS, the Dream Team conducted a professional planning
charette which developed a variety of concepts for the designated
area which need further study;
NOW, TKEREFORE~ the Council of the City of Palo Alto does
ORDAIN as follows;
SECtION 1. The sum of Twenty One Thousand Two Hundr~ Fifty
Dollars ($21,250) is hereby appropriated to Contract Services in
the Special studtes Activity of the Planninq Department, and the
SU4get Stabilization Reserve =.s correspondingly reduced.
SECTION 2. The Budget stabilization Reserve will be reduced
from $11,022,521 to $11 /001,271 as of June 30, 199J~
SECTION 3. The Council of the City of Palo Alto her~by finds
that the enactment of this ordinance. is not a proje.ct under the
california Environmental Quality Act and, therefore, no environmen
tal impact assessment is necessary.
