HomeMy WebLinkAbout0389.093July 8, 1993 THE HQNORABLE CITY COUNCIL Palo Alto t California / 5 Cglgradg Substation -Concrete Foundation Cpr H1qh Pressure Fluid-Filled Cable System Pumping Plant Members of the Council: Report in Brief This report recommends that the City Council approve and authorize the Mayor to execute a contract with Hodgson Construction, Inc. in the amount of $36,110.00 for construction of a concrete foundation for a Hiqh Pressure Fluid-Filled (HPFFJ Cable Syste. Pumping Plant loca~ed in the colorado Pumpinq Plant. In addition# staff recommends that Council authorize the city Manager or her desiqnee to negotiate and execute one or more change orders to the agreement, to cover additional related but unforeseen work which may develop during the course ot the p~oject. The value of these change orders shall not exceed $4,000.00. The Capital Improvement program for FY ~99J-9' includes funds tor this p~oject. On August ~O, 1992, Council app~oved an agreement CMR:370:92) with T. W. Eisenman for the design, fabrication, and installation services for a new PUmpinq and Pressurization Plant for the HPFF cable system operated by the City's Electric utility. Tbe HPFF system transports 65 percent of the electricity used in Palo Alto from the COlorado Substation near Hiqhway 101 to the Hansen Way and Hanover substations serving the Stanford Industrial Park and surrounding area. This new Pumping Plant is needed to increase the reliability of the 60,000 volt (60kV) subtransmission system, by providing redundancy to the 20 year old pumpinq plant originally installed at the Park Boulevard Switchinq station. The p~oject, when completed f will improve systam reli~ility. This, along with other system improvements already completed, will help postpone the installation of the Third 60KV Underground Circuit, as titled in the FY 1990-91 Capital Improvement Program. This project will allow construction of the concrete fou~ation that is necessary tor the Pumpinq Plant already on order, as authoriZed by council. Contragtor Selection Prgcess Bids were 5ent out to 20 contractors and also advertised in tile Peninsula and santa Clara .8uilder~s Exchange.. On June 15, 1993., bids vere received from two qualiried contractors: cop tractor Hodgson Co~truction, Inc. John Plane Construction~ Inc. bOWl,t $3&,110.00 $36,919.00 staff recommends awarding the contract to Hodgson Construction be~ause its price was lowest_ there were no exceptions taken to the specifications an~ referp.nces were positive~ The engineer'a estimate was $60,000. Funding Funds have been allocated in the FY 1993-94 Capital Improvement Proqram Utility Project entitled Third 60kV Underground Circuit. Environmental This project is exempt trom CEQA requirements.
