REIXBOBSEMEN'l' lOR POLICB SERVICES FOR_SP~CI~L EVgNTS AT STANFORD
Members of the Council:
1 indicated to you during the 1S93-94 budget hearir.gs that r would
W'ork with Stanford university, to come to an administrative
understanding regarding traffic support given to th~ University in
co~~ectjon with stadium and special events. I have proceeded with
those discussions, with the assistance or former Mayor McCown, ..... ho
initiatad the first meeting.
I am pleased to inform you that the university has been
cooperative; and we have noW" completed and signed im administrati V~
understanding \rIhich covers all events at Stanford Stadium, for
which admission is charged and for ~hich Palo Alto provides traffic
assistance. Excepted from the understanding are regularly
scheduled. intercollegiate athletic events, the East-West Shrine
Game and 1994 World CUp events for ... hich Palo Al to may choose to
provide traffic assistance. Th~se excepted events are covered
under different agreements. All future paid-ad:mJssion events,
beyond those events noted, ~ill meet certain requirements. Those
req'..lirements are: Stanford 'Will require the sponsors to provide
written notification, for each event, to Palo Alto and Stanford
Police services at least 30 days before an event is to take place;
fot" all events fer ..... hich Palo Alto provides traffic control,
Stanford 'Will pay to Palo Alto a flat fee of $5,000 for events with
an attendance under 65,000 or a flat fee of $12,000 for events ~ith
an attendance of 65, oeo or more. By mutua 1 agreement betlrleen
Stanford Police Services and Palo Alto Police, a determination ~ill
he made as to .... 'hether or not traffic control by Palo Alto is
needed.
Prior to this agreement, there was no arrangement for any
reimbursement or prior notification of events. The objective of

support the traditional .:::ollegiate football games, in which the
community parti~ipates; to provlde ad .... ance notice to the Palo Alto
Police Department, so the}' eould adequately prepare for s:pecial
events; and to real ize reasonable reimbursement for those
extraordinary events.

It should be noted that Stanford University officials have been
most cooperative in developing this administrative. understandiJlg.
The stanford representative has been. IJarry N. Horton, Direc:tor of
Government Relations.
I have worked closely with staff in developing the appropriate cost
T.O include i!"J this understanding. and the City Attorney has advised
me as to procedure and process. The letter of agree~ent has been
revie~ed hy the City Attorney for format and legal compliance for
consistency \iit~ my authority as City Manager.
