Report in Brief
This report recommends that Council ~ward a constructicl con~ract
to O~Grady Paving, Inc. in the amount of $1,563,830.80 for street
resurfacing and repairs.
Background
As part of the FY 1992-93 and FY 1993-94 Capital Improvement
Program; council approved the use of funds in elP 18670 (Gas Tax
Fund) and 18971 (Utility Users Tax Fund) to resurface streets
throughout Palo Alto. In addition, staff has filed an application
for a grant under Senate Bill 300, State-Local Tr".1nsportation
Partnership Program, which may reimburse the City up to $275,906.50
for expenditures made from the General Fund. Any revenues which
may be received from this program will be budgeted in next ~ear's
program to increase the amount of resurfacing to be done.
Discussion of the Construction Contract
SpeciiicatiQns were distributed to six general circulation
exchanges and general contractoT.'s who picked up specifications for
the 19~2 Resurfacing Project. Fourteen general contractors picked
up specifications prior to the bid opening.
Bids were received from two qualified contractors on June 29, 1993,
as indicated on the attached summary-(Attachment A). Staff
recornmen~9 that. the bid of $1,563.830.80 submitted by O'Grady
Paving. Inc., be determined by Council to be the lowest responsible
bid and that the contract be a~ard~d accordingly. The bid ~s two
percent below the Engineer's estimate of $1,590r~36.95 .

The scope of work {O~ the co~struction contract includes
resurfacing ~pproximately 19 lane miles of City streets as li~ted
on Att3.chl'(,ent B. Fourte~~ lane miles of ':he streets are located
south of Oregon Expressway, Major ar~erial streets being
resurfaced are Hanover Street. Por~er Street and East Bayshore Road
between Laura Lane and the City limits. Damaged or displaced curb
and gutter affecting the integritj' of the street are being repaired
in areas of resurfacing.
Community Qutreach! safety Precau~
To ensure that the project is well publicized, door hanger ~otices
will be hand delivered by the contractor to affected businessE:s and
residents 7 days in advance of a street resurfacing. As an
additional reminder, notices will be hand delive:red and "no parking
tow-away" signs will be posted on the street. 72 hours before the
st;.a;,ct of work. Following t.he award of cont.ract. businesses
affected by the project ...... ill be notified of the prop:lsed worK. along
their frontages.
Hanover Street. Porter Street and East BaYEhore Road will remain
open a.t all times during cons .. _-uction. although motorists wil~
experience some delays. To minimize delays and inconvenience to
prope::ty owners, t.hese three streets 'W1.11 be res-urfaced on Sundays
between ~o;oo a.m. and 6:00 p.m. All affected City departments
will be notified; and outSide agencies. including school districts;
Paio Alto Sanitation Company, Santa Clara County Transit, and
SamTrans, will be kept infQrmed.
Measures will be taken to ensure that the project is constructed in
a safe manner. Emergency phon.e numbers will be given to the
Communications Division, Fire and Police Departments. 4:.nd
contractor flagpersons; and City traffic safety officers will be
used to regulate the flow of t~affic. In addition. the City will
use sufficient inspect-ors to constantly monitor construction
activities throughout P~lo Alto.
Environmental Assessment
The project will have no signi=icant environme.nta1 effect for
purposes of the California En"t~ironmental Qual~ty Act (CEQA) r as
shown in the negative declaration for t.he proj ect approved by
Council on June 18; 1990 (Neg. Dec+ No. 9QrE!A-13). No further
environmental ~eview is ~equired.
