This staff report requests Council approval of a Budget Amendment
Ordinance (BAO) that will increase the Palo ~to's Municipal Golf
Course Reclaimed Water Project const~~ction funding by $320,000.
The BAO will allow Council to award a construction contract to
West Valley Construction companYr !nc .• of Menlo Park in the amount
of $503,755. for the Transmission of Reclaim~d Water to the Palo
Alto Municipal Golf Course and Service Center. In addition, staff
recommends that Council authorize the City Manager or her designee
to execute one or more change orders to the contract ,*,i th West
Valley Construction Company~ Inc. ~ of Menlo Park for additional
related~ but unforeDeen work. The value of these change orders
shall not exceed $60,500. Funds for this project wer-E appropriated
in the FY 1991/92 Capital Improvement Program.
This report also requests approval of Amendment No.1 to Consultant
Agreement No. C.2028858 wit!t CH2M Hill Califorr..ia, Inc. ~ in aI:1.
amount not to exceed $.14,000. for additional design services.
Staff also recommends approval of a Golf Course Park Improvement
Ordinance.
Background
The project is a joint project betwee~ the Golf Course, the Water
Utility and Palo Alto Regional Water Quali ty Control Plant (RWQCP).
Original funding for this project was budgeted in the FY 1991-92

Capital Improvement program. The project will provide a reliable
reclaimed 'Water supply for the Golf Course. reduce the use oE
potable water for irrigation ar:d decrease treated wastewater
discharge to San Francisco Bay. The Palo Alto Regional Water
Quality Control Plant (RWQCP) treats wastewater s~ch that the
reclaimed water effluent meets the State Department of Health
Services criteria for irrigation of gre~nbelt areas, including but
not limited co cemeteries .. golf courges, parks, and higi"tway
landscaped areas. Over two nlillion gallons per day 0:: reclaimed
water has been allocated for golf course and park irrigation.
In May 1992, Council approved an agreement with CH2M Hill
California~ Inc.~ for the design ~nd construction administrative
services for the Transmission of Reclaimed Water to the Palo Alto
Municipal Golf Course and Service Center Project (CMR 253: 92). The
agreement required ar~M Hill to develop an e~onomical project and
one that would pay for itself over time. This was accomplished by
evaluating design criteria for pipeline alignment and pump station
location altenlatives .. including pump station types and control
systems~ proper blending of reclaimed and potable water,
architectural and landscaping design.
PROJECT DBSCRrFTrON
This project consists of installing a pipeline from the (RWQCP} to
the Palo Alto Municipal Golf Course, constructing a pump station on
the golf course and extending a pipeline from the Gre.er Park
reclaimed water supply line to the CityI s Municipal Service Center
(MSC)
Palo Alto Municipal Galf Course
Recl.::timed wate:::-for the Golf Course will be supplied. from an
existing pump at the Water Quality Control plant. The Palo Alto
Golf Course's reclaimed water will be blended with potable water irr
an underground blending tank at the C~lf Course pump station site,
The blended water will be :boosted in prE:ssure for distribution
through the Golf Course and Baylands Athletic Center irrigation
systems. The booster pump station ~till be able to meet pE::ak
demands (future peak flow of 2.100 gprn) -with either potable or
l.'eclaimed water, or a blend (1:1) of the two. The booster pu~
station has been designed to be compatible with the existing and
futur~ Golf Course and Baylands Athletic Ce~ter irrigation systems~
with minimal retrofitting.

water s~pply line at East Bayshore Frontage Road across Matadero
Canal and then enter the northwest corner of the ~$C site; the pipe
will turn and go along the northern edge of the MSC to an area just
east of the existiug vehicle washing facility.
The initial use for the proposed reclaimed water pipeline will be
to fill water trucks at the MSC r in fire training exercisesr
equipment washing; filling street sweoepers and for controlling dust
on constr.J.;;:tion proj eets. Future uses may include MSC site
irrigation and supple~ntary supply for the existing vehicle wash
rack.
Prgject Funding
As previously stated, additional funding of $320. DOO is requir-ed
for the Golf Course piping and booster pump station installation.
This increase is due to several project components that were
unknown ~hen the original budget was developed. These unkno~T.s
included investigating soil cor.ditions, relocating the pump statior'
further north of the ninth green for aesthetic purposes; thus
increasing the total length of the reclaimed water supply line and
on-ai te irrigation distribution piping. A larger blending tank and
an additional booster pump and filter ·W'ere needed to meet future
Golf Course irrigation system demands. Also, the ~Jchitectural
Review Board requiI'ed a speCial roof and fencing to be constructed
around the Golf Course pump station. Other increases in costs are
due to a ful1-ti~~ construction inspector r surveying r consultant
fees and construction contingency; all of which have co~tributed to
increa.sing the original Golf Course project budget from $300,000 to
$620,000. Additional funding ioz' the MSC is not needed. In order
to support the Golf Course cost increases-. funds will be made
available as follows:
$S4.00~ will come from the Wastewater Fund;
$16,000 frem the Water Fund;
$250,000 from the General Fund.

Golf Course pump station;
The Wastewater Fund has an interest in developing water
reclamation p:t'ojects in the future. This project is a
good pilot project for reclaimed water uses.
The General Fund, is paying for tbe remainder. This
proj ect will pay for i tse!f in potable water costs
sav-ings at t.he Golf C,-,urse and explained in the next
s~ction of the report.
~c EVALUATION
}...n evaluation was perio.rmeo in 1989 to review the applicability of
reclaimed water en the Golf Course. The evaluation recommended
blending of reclaimed water with potable water _ A 1.: 1 blending
ratio was establieh':!d a9 the safe starting point for testing
landscape tolerance. The usages of reclaimed \I.-ater can be adjusted
when the turf and landscapi~g accumulate exces~ive salts from the
reclaimed ·"'ater. This blending mixture was implemented at the
Mountain View Golf Couree and has prover. to be successful. It is
anticipated that similar levels of success can be achieved at the
Palo Aleo Golf COUrse over the short term, unt il plar'Jled d:t:ainage
and renovation improvements are implemented.
Post drought potable water costs for the Palo Alto Golf Course and
Baylands Athletic Center are approximately $450, GOD per year.
Constructing this project wili reaul t in an annual savings of
approximately $152.000. The projected payback period is three
years, with a 1.1 blending ratio of reclaimed and potable water to
irrigate the Golf Course and Baylanda Athletic Center. This yearly
savings takes into consideration all operating costs and compares
them to the capital cost of the project.
When the Finance C0rmnittee cc..'""lducted its annual project revie'W i
this project was not selected fer further review by the Cummictee
or for p~rticipation in selecting the contraccor. Staff selected
West Valley Construction Company, Inc.~ of Menlo Park based upon
the contractor's qualificaticns, experience i recently completed
projects and low bid for the project.
DISCUSSION OF A>IXNJ)J(ENT TO CONSULTANT AGRi<SMl!NT
Amend the agreement with CH2M Hill California i Inc., in the amount
of $14 i OOO. A~endment No. 1 will provide funding for the

with this p~oject. No further enyironmen~al review is necessary.
Three meetings with the Architect'.lral Review Board were required.
On July 6; 1993 a permit for exterior changes to th~ Golf Course
property was approved.

The Municipal Code requires that befcre any substantial building,
construction, recons~ruction or development is commenced on City
park land, the Council must first approve a Park improvement
Ordinance. A Copy of the Golf Course Impro'rement Ordinance is
attached for Council approval.
am BVALtlATION
The project was sent to 37 contractors for competitive bids~ Bids
were received from 10 qualified contractors. Staff finds that the
bid of $503 1 755 {which includes "add alternate" 1 b) ~ submitted by
West Valley Construction, Inc.. of Menlo Park to be the lowest
responsible bid. The engineer under-estimated this bid by 11.8
percent.

Staff recommends that Council:
1. Approve a Budget Amendment Ordinance in the amount of

AMENDING THE BUDGET FOR THE FISCAL YEAR ]99)-94
TO PROVIDE AN ADDITIONAL APPROPRIATION .FOR
FUNDING THE GOLF COURSE RECLAIMED WATER PROJECT
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the city of Palo Alto, the Council on June
21, 1993 did adopt a budget for fiscal year 1993-94; and
WHEREAS, providing reclaimed water at the Golf Course 'Will
save water, a scarce and precious commodity; and

WHEREAS, the existinq reclaimed water capital projects already
approved by Council (Prcjects 39706. 30500 and 19209) need. to be
&ug:aented due to unforeseen cost increases, including project
mitiqation measures directed by the Architectural Review Boardi
WHEP.EAS, through water-savings, the amount invested by the
General Fund will be recaptured within three years;
NOW, THEREFORE, the council of the city cf Palo Alto does
ORDAIN as follows:
SECTION 1. The sum of Three Hundred ~wenty Thousand Dollars
($320 1 000) is hereby appropriated to the thre£ existing aReclaimea
water U capital projects as follows:
A. $54,000 is appropriated to Project 39706 in the
wastewat.er Fund. and the Wastewater Treatment Rate Stabilization
Reserve is correspondingly reduced;
B. $16,000 is appropriated to Project 30500 in the Water
Fund. and the Water Rate stabilization Reserve is correspondingly
reducE!d;
c. :;;250.000 is approprjate_d to Prcject 19209 in the
Capital Ilr.provement Fund, and the Budget Stabilization Reserve is
correspondingly decreased.
SECrION 2. These transactions ~ill:
A. Reduce the: wastewater Treatment Rate stabilizati on
Reserve from $3.226 1 000 to $3,172.000 as of February 28, 1994; and

that the enactment of this ordinance is not ~ project under the
california Environmental Quality Act and, therefore, no environmen
tal impact assessment is necessary.

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING AND ADOPTING THE PLANS FOR THE TRANS
MISSION OF REC!JUMED WA~'ER TO T:-fB PALO ALTO
MUNICIPAL GOLF COURSB AND MUN!CIPAL SERVICE CENTER
WHEREAS, Article VIII of the Charter of the City of Palo
~to and Section 22.08.005 Df the Palo ~to MUnicipal Code require
tha~ before any substantial building. C~Dstruction~ reconstruction
or development is commenced or approved; upon or with respect to
any land h~ld by t.he City fol.· park purposes .. the Council shall
first cause t.o be prepa,red and by ordinance approvE. and adopt a
plan thereforj and
WHEREAS, in FY 1991/92, the City Cou!lcil approved in
concept a capital improvement program {"erg-) for the transmission
of reclaimed water to the palo Alto MUnicipal Golf Course and the
Municipal Service Center; and
WBBREAS~ the CIP for the Palo Alto MUnicipal Golf Course
provides for the instaLlation of a. reclaimed water line and the
construction of a pump ~tation t-project-); and
WHEREAS, CH2M liill Ellgineers have prepared plans a.nd
specifications for the project entitled -Transmission of Reclai~d
Water to the Palo ~to Municipal Golf Course and ~~nicipal Service
Center·~ dated October 1993 '-Plans-); and
WHER:E.AS~ the Council desires to approve 'the Plans and to
adopt them as the official plans for the construction of the
Project within the palo Alto MUnicipal Golf Course;
NOW, THEREFORE~ the Council of the City of Palo ~to does
ORDAIN as follows:
SBCTIO~. The Council hereby approves and adopts
Y~ti9ated Ne9a~ive Declaration Number 91-EIA-l for the Project.

City Engineer, and a plot plan. a copy of wbich is actached to this
