Council approved funding i.n the FY 1992-93 Capital Improvement
Program for the Los TnmCOB Road rrr.provcments + The proj eel
involves the construction of safety imrrovementa to the portion of
Los Trances Road within t~~ City, including possible street
widening. pavement resurfacing, sign~, and striping. On September
10, 1993, Council approved a resolution Qf intent to build the Page
Mill Road/Foothill Expressway in1:ereection improvement3; a:i.d
funding was included in the }'Y 1993-94 bu~g~t for this purpose.
The Page Mill Road/Footh.ill Express·,,:ay in'.:ersection improvements
\liill provide additional tu:t-ning and bicycle lansoS, and
resignalization will be constructed to red~ce traffic congestion
a~d improve air quality+ In July 1992, the Folicy and Services
Committee requested that the recommendati~n for a consultant for
tne Los Trancos ~oad improvements be returned to the comw.ittee for
approval +
Discussion
'1'~e scope of services requires EpecLilized work from State licensed
consultants ant! therefore, in l.l.eu of a general solicitation
procedure, or:ly qualified firm.", were asked to prepare proposals.
Staff began the selecticn pr',:,.;ess by solici t ing interest from local
firms wi~~j n the arpa that are capable of performing c lvil and
traffic consulting services and a.;:~ interestF!d in "'M'orking for the
City. The firms 'Were identified from ti",e Public Works Department's

cor~sultant files, which contain backgIound information and
qt.:alification~ of consultants. Seven of the ten consultants who
were contacted responded affirmatively to staff's solicitation.
All seven firms respond~d to a formal re~~eBt for proposal. Staff
thoroughly reviewed the proposals and selected fOUl' firms to
participate in an oral intervie .... 'With the Selection Advisory
Committee. The four L.rms selected were HMH Incoroorated, KLH·'CREM
!ncorpcrated, Nolte and Associates and wilsey~ and Ham. The
Selection Advisory Committee consisted of slaff from the Public
Works Department, Planning Department and Santa .... }ara County
Transportation Agency~
Based on the quality of the written proposals and the oral
presentations, it was evident that all four firms an: highly
qualified and capable of pe .... forming the work. Using related
project experience, project understanding and project approach as
the primary criteria~ the board ranked Nolte & Associates first for
the following reasons;
1. The depth and quality of their experience on projects of a
siatilar nature;
2. The overall quality of their proposed can~ultant team, with
particular ~espect to rural road and traffic design;
3. Their well-defined approach and understanding of the project;
4 ~ Their sensitivity to the enviromnental and public relations
aspects af the Los Tr~cos Road corridor and Page Mill
Road/Foothill Expressway intersection;
5. Their knowledge of the Santa Clara County design standards and
procedures;
'6. Their kno;o;'ledg~ -:-f t.!"=.'C! !:'.':::~;:.d.<il Surface Transportation
Efficiency Act requirements and funding procedures; and
7. The positive recommendations received from previous clients.
If the policy and Services Committee approves staff~ s
recommendation, negotiation.s will begin with No~_ te ~ Associates.
If staff ~g 'Ullabl~ to reach ~~ agreement with this firm,
negotiations will then commence wit.h the second ranked firm ot
Wilsey & Ham. If an agreement cannot be reached with that firm,
negotiationc will then begin with the third ranked firm of I~,
Inc.
ReCommendations
