This is an informational report, and no Council action is required.
Background
The Palo Alto city Library participates in the South Bay
Cooperative Library System, in accordance with 2l Joint Po .... -ers
Agreement among the cities of Mountain View, San Jose, Santa Clara,
and Sunnyvale and the County of Santa Clara. This system is funded
under the C-alifornia Library services Act of 1977. The Act
stipulates that a Board composed cf lay representatives, one fro~
each member jurisdiction, be appointed to advise the System in the
execution of its responsibilities. When appointments are made to
the Board, the Act requires that. "The appointing jurisdiction
ensure that !r,embers of a system. advisory boar-d are. representative
of ~he public-at-large and of the underserved in the system area_~
The Act defines underserved as •... any population segment with
exceptional service needs not adequately net by traditional library
service patterns. iii This includes persons .... ·ho represent needs of
the geographically isolated, economically disad"\-antaged I
functionally illiterate, non-English speakit"g, st.ut-in,
institutionali~ed; or handicapped.

The Palo Alto appoir.tment to the South Bay Cooperative Library
System's Advisory Board has expired, and a designee representing
Palo Al to must be appointed tor the two-year term covering July
19~3 t.t~rough June 19-95.
