The value of these change crders shall not exceed $16,200.00. Funds for this project are aVailable in the FY 1993-94 capital Improvement Program Budget for Wate~, Gas and Wastewater. BaCkground soil testing is a necessary qJ..lality control procedure used to insure adequate compaction of pipe bedding and backfill materials in newr trenches .. Poorly compacted tre,.,ches ,,;ill settle and lead to pavement failures. P~cject Rescription This Contract ~ill provide soil testing services for water, Gas, and Waste~ater projects which ~ill be constructed during FY 1993- 96. The soils technician will perform nuclear ga~ge soil density testing services, am:! maximum moisture density testinq in accordance 'With ASTM D1557 and California Department of Transportation Test Method No. 231, respectively. Bid Eyaluations The project was sent out for cDmpetitive bid to eleven (11) firms. Bids ... ere received frcJl three (3} bidders on June 15, 199), as CHI!: 3 5 7 , 93 L - indicated on the attached bid sU!'J~arf. [valuation of Bids was b:1sed on the average unit price per t'.our for soils compaction testing services I and: a~l"=rage price for maximum mcisture density test for the three years previously mentionedi. The bids ra ..... ged from a low of $56.00 per hour to a high at $58.00 per ~our for soils compaction testing; and a lo~ of $11).33 per test to $160.00 per test for maximum :moisture density test. The Enqineer's estimates were $55.00 per hourI a~d $12D.OO per test, respectively. The lowest responsible bidder w'as Bay Area Geotechnical Group. Staff finds the low bidder to bl3 qualified to perfcna the work. RecoID'Tlendations Staff r~commends that Council: 1. The nuclear gauge soU density testIng will be performed in accordance with the State of California Department of Transportation (CaITrans} Test Method No. 231, and the laborato!)' mo'slure density tesl ASTM 01557 2. The Contractor shall furnish arl labor, materials, tools, equipment, incidentais, and aU the work involved for performance of the nuclear gauge soil density testing within 24-oours of a cafl out and/or written notice 3.
