Members of the Council:
This report rec;'..le.'sts that Council approve and authorize the Mayor
to execute the attached Amendment llo.l to the contract with
Charles Eitzel for application development services associateQ
with the Geographic Information System~ The contract will be in
the amount of $56,250.00 and the funds are available in the FY
1993-94 Utilities Information and Data Services operatinq Budget.
Bac)cground
The Geographic Information System was originally approved on
August 3, 1989. This project is a joint effort of both the
Utilities and Public Works Departments. A contract for a City
Wide basemap was awarded on April 22, 1993.
Charles Eitzel has been closely involved with the City's
Geographic InfcL-mation System from the initial benchmark testing
with McDonnell Douglas to his current contract for application
development and database design. His expertise has been an asset
to the City through our initial discussions with Westinghouse
Landmark and the proposed data model for facility conversion. It
is anticiated that Mr. Eitzel will be associated with
TecKnowledge in the near future.

Recommendation
staff recommends that Ccuncil authorize the Mayor to execute the

WHEREASr City and Eitzel desire to modify their contract
to reflect a Dew scope of services, a modified compensation scheme,
and a term of services;
NOW, THEREFOF'.B, in consideration of the following Lerms~
cQnditions. and covenants, the parties agree as follows:
~:rION 1, Section 3.1 of the Agreement i 9 r"ereby
amended to read in accordance with the terms of new Exhibit A,
attached hereto and incorporated herein by this reference.
SECTION 2. Section 4 of the Agreement is hereby amenqed
in its entirety to read as follows:

sum not to exceed fifty-six thousand two hu.ndred fifty

The first task is a continua~lon of t,e worK done over the fast six months whjch
has yielded the GDS Conventions Manual. Although t~es" s!andards have been
very well defined, they will go through a 'shake-oown' during the prototype area
conversion. At a mr;1imum, we shoul,j expect one more iteration of the
conllentions documents before tl"',ey are given final approva1.
The second task involves the creation of empty AMS drawrngs, stylefile,
libraries, property format fiie, and logical defin:tions
The th·lrd task will provide tools to SC<3n the data to check for its compi"lance with
the standards Although this will not replace the need to visually inspect the
data, it will reduce and make more accurate the most tedious of the quaiity
control tasks which will need 10 be performed by the Clly·s staff.

Priority 4. Integration of the COGO Cadastral Data
The accuracy of the Fire Department maps used in the current basemap fall well
below the standard established for the GIS. To remedy this, Publ!c Works is
producfng a set of parcel maps entered throwgh coordinate geometry replication
methods. Once drawn, these maps will need to be piaced into a continuous map
and structured. After a quality control step js completed, a cu!-over fr:Jm the Fire
Department map to the COGO map must be made
