The Regional Water Quality Centrel P::"a::t ,RWQCP) has been
developing and implementing ne ... • s:::n:rce control progrdTIlS for the
past. three years, in eff,:.rts to meet stringent standards fer
pollutant discharge into the San Francisco Bay. In order to
maximize the effectiveness of tr.ese source control efforts, many of
ti".ese programs involve small businesses and residents, as .... ·ell as
traditionally regulated mam.:.facturing facilities. Therefore~ a
public cu;:reac:::h pro9ram has bee,~ L:sec to solicit cocper-ation if1
rec.v.cing polL.J.tar.t discharg"es to t!'.e sa':'l.itary sewer.
Sontract01' assistance has been used ir: the form of a three-yea.!'"
contract with Kennedy/Jer.:.ks Cons'..llting Engineers. One year ago,
that contract was amended to include progra!'l'l elements specific to
the prevent ion of storm drain (as cor"tras~ed to sanitary sewer)
pollution. Due to the existence of many common elerr_e.nts, the new
State mandates for storm cra.in programs ar.d the econo~ies of sc;:;.le
of joining the public outreach prc.grarr.s, both are being included in
the Water Quality P";.lbl ic Outreach Prog1.-am.
Piscussion
The "Kennedy/Jenks Consulting Er.'J"ineers cor~tract will soon expire
after three years of su..-:.:cessful 0peration. A Req'.lest for Pr"oposals
..... as issued on May 17, 1993, to solicit proposals for cant i~lJ.ing

Eltaff fails to reach an agreement with (Tribe & .~ssociates; and
