BAC)l:GROUND On Mer.day, May 17, the Palo Alto City Council considered the plan to install bicycle lanes in the 4{100 block of El Cantina Way (see CMR~295:93, 5/13/93). This project had been included in the 1992- 97 capital Improver.'1ent Program budget and ~'as scheduled for implementation this spring. .At the meeting. some business and property owners on El camino r,.",~y questioned the adequacy of the public notice of the Council ~eeting. ar.d raised specific concerns acout thE: proposed slimina.tion of on-str-eet parking between 7! 00 a.m. and 1:00 p.rn., on the .... 'est side of tr.:; street. Council \loted to continue the item for four weeks and directe.d staff to (I} make sure all notifi'-:-ation issues 'Were re.solved l (2) evalu,3.te and report back on the possibility of special effective hours in the bike lanes to provide protection to school children, (3) faci 1i tate a meeting with all affected property o~ners to explore alternative proposals, and (4) provide suggestiDns for technical and funding aspects of viable alternatives. Appro:o.:irnately 11 diagonal parking spaces could be accommodated in this area. Under this sca~ario, the parking bay 'Would partially replace the 16 parking spaces that lolould be lost b~t installing a seven foot ""-'ide bike lane, "ir.rith pa.rking rnstrictions, on the west side of the street. ~he Caltra~s design criteria for bike lanes address only the design standards for bike lanes 'l.,'}tJ"'j parallel parking. Bike lanes adjacent to diagonal parking are uncommon_ There are two examples of signed bike routes (streEts m,lrked as bike routes, without marked bik.e lanes) ,.,.ith diagonal parking, in Palo Alto: ~r~ant Street and California Avenue... PUBLIC NOTIFICATION In February, staff sent a letter a.ddressed t,~ residents and property owners in the 4000 block of E1 Camino i-\aYr advising them of the. Bike L9.ne Imprav~rnent Project. In response to his request, staff hand delivered a copy of the May 13. 1993 staff report to Mr. Lesser-on tht! afternoon of M"'I.}:' 13. Subsequent to the May 17 council ~eetinq, staft compil~d a ~ore comprehensive distribution list: comprised of both the Utilities IDailing lis't. ar.d the list of properti' Q',mers frot'. trle county Assessor's tax roles. The combined mailing li~t ~as uSEd for the meeting notice for the community meeting held on June 3. Ir. addition. copies of thi$ staff rep,Qrt were hand carried to all businesses in the 4000 block of El cdmino Hay. RESULTS OF MEETING WITH BUSINESS AND PROPSt.TY OWNERS A meeting was held on ThursdaYt June] at ~litchell ParK Community Center Mlith interested residents~ business owners, and prop:erty owners along El Camino Way. The at1:endees expressed support for Alternatives 1, 2A, and 2C, insofar as each offered a balance betlo,'EoE:n the parking needs 0: the businesses and the safety of bicyclist.s. Concerns ",'ere expressed about t.he potential impact of additional parking on El Camino W3Y frem the new Jacobs Court develop~ent and the future redevelopment of the gas station site~ There ~as little support fer Alternatives 2B a~d 3/ due to their higher costs when compared to other alternatives '.i'ith similar parking benefits. Alternativ'!::,; 'W.'a5 considered 1255 de_sirable, since it concentrated the parking at the nort~ end of the block. In response to concerns expressed about the impact of the occupancy of the Jacobs Cour,\: condcmin.:Lurr. development, staff revie""ed the parking provided for that project. The parking on that &ite meets the full requirements of the zoni~g ordinance: 2 parking spaces for each of the 19 units and six additional que:st parking spaces (equal to JJ% of all the units). A Qike lane .hiGh is in effect fram 7:00 a.m. to 7:00 p.m .• ould accommodate student~ commuter, and recreational bicyclists of all abilities during the period when the most bicycle traffic occurs. Staff does not feel that actual parking patter-ns in the area confirm that there is an existing parking problem 'f,,'hich cannot be accommodated by the available parking spaces Oil the east side of the street. If the current parking sit~a~ion is perceived to be a problem that requires retaining parking on the ~est side of the street, staff would reca~~end that Council direct staft to pursue Alter~3tive 2A or 2C. RECOMMENDATION Staff recommends that Council (1) authorize staff to proceed with the implementation of tJ}e original Plan for bike lane improvF.ments on El Camino Way, as described in this report, and (2) direct staff to prepare a Resolution ~odifyjng the on-street parking restric­ tions to establish a "No Parking between 7:00 a.m. to 7:00 p.m." tone on the ....
