This report reques~s that council approve the amended scope af CTP
Project 1r19306 for Parks Improvements and Repairs to include
purchase and installation of playqr'~\Jr,d equipment for Bowden,
Bouhrare and Ramos Parks; and that CQuncil a .... 'ard t.he attached
contracts for playground equipment dE:rnol i tion, installati on, and
related park repairs to McMahon construction and Collisha.
Construction. Funding has been appropriated for these projects in
CIP 191.03. Playground Furniture and E-quipment Replacement. CIP
18810, Parks site Access fc~ the Disabled; elF 1~J06, Park
Equipment and Repairs; and CDBG funding related to elP 18810.
'I'he scope of eIP #19306 is for repair and replacement of park
amenities such as picnic tables, trash receptacles and park
benches. Playground e.quip;:nent replacement was deferred until
completion of the Americans ...... ith Disabilities Act (ADA) Transition
and. Self Evaluation by Parks and Golf Division staff in December
1992. Because of the unknowns relatin9 to ADA, the planned
Playground elr .... as change:) to infrastructur-e improveIiie:lts. This
change oc~urred very early in the 1992/195-4 budget planning
process. As this budget process drew to a close, community support
for playgroun:i equipment replaceT!lent was voiced at the budget
hearings.
At thl:" June 22, 1992 council bUdget meeting, a elP aI:1snd:rnent .... as
approved 9-0 by Council to a.dd "replacement of playground
equipment, after the Americans .... ·i th Disab i! ities Act (ADA)
requirements are fir.alized," into the C!P. The intent of the
amendment to the Parks Irnr:-rc;~ment5 and Repa.irs CIP {Exhibit E) ... ·as
to allo ... · Parks and Golf Division staff to go for ... ·ard with
playground equipm~nt replacement in Janu,3r r ' 1993, after the ADA
Self EVdludt:ion process ,.;as cOJnpletE:~ rather tha.n having to ..... 'ait
until the following fiscal year funding beca~e available. In this
m03n.ner~ the process ·would be expedited, and the needs af the
community would be responded to in a ~ore timely manner.

With the c<.lmpletion of the required Transiti<m and Self Evaluatic-n
Plans, requirEments for ADi\. in1ple:71ent.atio.r. have been .JC:ie:ltified and
finalized into this and other elP projects.
This project is a continuation of the Parks Master Improvement Pla~
for Ci tr" park facil it}, and amenity il'l1prov€11lents. Over the l~st
se· ... eral years. playground equtpment has been r~m<":lv~-::! d'..:..e to safety
issues and not replaced.
The scope of this projel:::t includes relw':al and replacement of
unsafe and non-accessible playground equipment at Sowden, Boul ... ·are~
and Ramos Parks, as well as related repairs to fencing and hard
surface .areas. In an effort to maximize use of available: funds.
Parks and Golf" Division staff ha\!e prepared all necassary design
and cOTl.structior. rlocuments. obtained all of the equipment necessary
for these projects froro elP allocations~ and are recommending two
separate ca~tractors for the work to be performed. By doi~g so,
Parks and Golf Division staff have been able to realize addJtional
cost savings and expedite the processes, ",'hich has allowed
additiona.l equipment and facility repuirs to be implemented.
As with the previous Eleanor and Hoover Parks Flayg~ou~d
improvements CIP, staff has had numerous meetings with community
user groups fr:lm each of the neigh:bortloods r to review and make
recommendations regarding th~ proposals for each of the park sites.
In all of these meetings, the neighborhood groups have been
extremely supportive of the planned improvements. Fundtng
utilization from CIP 18810 and CDBC dollars will provide disabled
accessible equipment and resil ierlt hard surface ltater ials. The
balance of the project will be funded from eIP 191D3~ Playground
Furniture and Eq1..l.ipment RF.placement, and CIF 19306, Park. Equipment
dnd Repair. The continued playground equipr",~nt replaCement .... Iill
reduce current safety hazards and' provide the opportunity for
maximum development of social skills for the diverse population of
children using the facilities.
Requests for bids were received from three contractors for
derr:ol i ticn, equipment installation, and related park repairs (Bid
Summary Exhibi t D}. McMahon Construction is the lO\llest
responsible biddF.r for ~arnos and Boulware parks. Collisha~
Construct i on is the 1 O\l.'est n~spar.s i ble bidder for BO'..lden Park.
Staff has che~ked refere~ces an both companies and is confident of
tt.eir abilities to carry out the .... ork as outlined in the bid
proposal.

1. Approve the attached a~enced CIP *19306 {Exhibit A} which
has been revised ur.der the Project Description and
Pr~ject Justification to include the amended scope
allowing purchase and installation of parks playground
equipment.
2~ Approve and authorize the ~ayor to execute the attached
contract ..,ith McMaho)"l Construction (~xhibjt BJ in the
amount of $29~720 for Boul~are and Ramos Parks playground
and equipment installations and related park repairs.
3 ~ .a.uthorize the city Manager or appoi!'J.ted designee to
negotiate and execute one Dr more change orders to the
construction contract with McMahon Construction, the
value of all said change orders not to exceed $4,400.
4. ApI'rove and authorize the Mayor to execut.e the attached

These areas have been identified in ths park survey completed in
1999 and recently updated in 1991. Our paJrklanas and outdoor
recreat.ion f~cilities have suffered due to increasing demands by
the public and increasing deterioration due to lack of adequate
funding to accomplish necessary rehabilitation work. A
rehabilitation project backlog was identified for repair and
replacement.. All of the projects are necessar)' to the age and
strenuous usage of the facilities.

A. Furnish and install concrete overlay' of the form and djmensions shown

B. Remove and dispose of existing galvanized stand pfpe. Cap or plug

overlay.
C. Remove existing drain cover. InstaB drain pipe exterlsion and new cover

2. Saw cut to fun depth asphalt concrete paverneN marked for
removal.
3. Remove existing asphalt concrete and aggregate base materiai in
such a manner as to le~JYe 8!1 even eOffe ':.:thout spa!is, breaks, or
chips on the remaining asphalt conr;rete. Spa 115. breaks. or chlps
shell be corrected b'f removing the damaged asphalt concrete as
directed bV 1Me Project Manager.
4. Recycle ail asphalt concrete and aggregate base material in
conformance with Section 02090 of the Sp!Jcif~cations,
B. Root pruninc:
1. Where work occurs adjacent to or over tree roots, air roots shall
be removed with 12 inches of fin;sh grade. Dc not remove roots
within i 2 inches latera~~y from the vertical portion of the tree
trunk.
2. Where p:-lming shall be by Vermeer S8'"" or approved equaL Roots
shall be comp~eHdy severed between work area and the tree prior
to their removal. Tree roots shali not be torn or ripped. An final
