This report requests that Council approve th~ Police nepartmer~t.' s
continued participation in the CAL-ID atito!'r.dted fing~rprint syste:n.
Funding has been ir-~ch:ded in the proposed 1993-94 Police Depart:nenc
budget.
Background
On Ja..'1uary 1, 1986, Senate Bill 190 provided for implementation of
a statewide a:.ltomated fir:gerprint system that could be accessed by
local law enforcement ag~n(;.ies. This bill apprcpria~ed $7, OOG,{JDD
to tbe Department of Justice for the purchase of e~ipITIent and
service6 to cre3te this Statewide system. The bill also provided
procedures for lo~al government to receive equipment based upon a
sharing of costs with the State. The State paid 70 percent of the
cost of the purchaso: of the equipment. All other costs for imple
menting local systems are the responsibility of local government.
To be eligible to participate -3. n this State'N"i::h; prograrr, and tc
receive the 70 percent matching grant feom the State, eac~ county
was required to form a local pol':'c:y board. The Sa::'lt,a Clara county
CAL-1D L-ocal policy Board was formed in 1988 and is currently
composed of: Supervisor Dianne r..!cKenna, from the Board of Super
visors; :Mr. C'ohn Smith, Chairrnan, Santa Clara CO'.ll".ty RAN (Remote
Access Network) Boazd; Councilmember John J!..shworth, City of

PfWVIDB LOCAL LA., E'NFORCSMENT AGENCY ACCBSS TO THE CALI FORNIJ!. ...
IDENTIFICATION SYSTEM'll {hereinafter "Original Agree.-nent"l. in order
to fund; implement and operate a local automated fingerpr-int
identification system (hereinafte~ "Local ID System"), which ~ill
provide local law enfor-cement agencies ~ith direct access to the
California Identification System (hereinafter lTCAL_ ID System")
through the use of local remote access network equipment (hereSnai
ter ~Local RAN Equipment'll); and
WrlBREAS, the County and the Incorporated Cities desire to
continue the: original Agreement ar.d to modify its terms with
respect to the fina.n-:ial contributions whi ch the County and the
Incorporated Cities ~ill each make to the City of San ~ose ic crdsr
to implement and operate the Local ID System and to extend the term
of the Agreement for another year.
NOW, THEREFORE, ~he Council of the City of Palo ~to does
hereby RBSOLVE as follows:
SRCTION.-l.. The Mayor is authorized to execute an amendment
to said Original Agreement to continue for a.."'1other year implereenta
tion and operation of the Local 1D System entitled "Fifth Amendment
t,:) Agreement to Provide Local Law Enforce:ner:.t Agency Acces~ to the
California Identification System ... ~
SECTION 2... The City Manager is authorized to send to the
City of San Jose's Finance Department the City of Palo Alto's check
in the amount of Thirty-One ·Thousand TWo Hundred Seventy-Seven
Dollars ($31,277.00) for the Local ID System, wnich is the City of
Palo Alto's financial contribution to the operating budget for
fiscal year ,1993 ... 94 for the Local ID System.

continue the Original Agreement and to modify its terms with respect
to the financial contributions which the C~nty and the Incorpor.te~
cities will each ma~e to the City of San Joel in orde~ to implement
and operate the Local ID S~Btem and to extend the term of the
Agreement for another year.
NOW, THER!FORB, in consideration of the mutual promises and
benefits, the County and Incorporated Cities agree to&t the original

on June 30, 1994. unlees terminated earlieI-as provided herein.
