Fl.;nds are provided in the 1991-~4 Informa~ion Resources Departmentrs operational budget. Baekcro~nd The contracts for Hewlett-Packard computer Software support and Hardware Maintenance expires June 30, 1993 and ne~ contracts are recommended to continue to maintain the following software and hardware: Software Support 1. Two HP3000j949 central Processors Firmware and Operating Software. 2. One HP3000j947 central Pro·:;:es·sor Firm .. -are a"':ld Operating Software. 3. One HP90aC/817S Central Processor Firml,tj'are and Operating Soft_'are. 4. HP3000 and HP9000 Utilities Software. 5. HP3IJOO and HP9000 Applications SoftWare. Hardware Maintena.I!ce 1. Softwars Selection CQnsideratio~s Hew-lett-Pa.ckard is the exclusive source for-maintenance of Hew-lett PacKar~ Software in which it has a proprietary interest. T~erefcre~ a competitive bidding proc£ss is not required under the City's competitive bidding procedures. Hewlett-Packard ""as selected for the follo ..... ing reasons: 1. Software provided by Hewlett-Packard can he installed only by Hewlett-Packard system engineers. 2. Hewlett-Packard is the current vendor; and its cooperation. performance and service response have been excellent over the past three years~ 3. Hewlett-Packard is the vendor most familiar with the city's needs~ Hardware selectnism Considerations Hewlett-Packard is not the sole source ·for maintenance of Hewlett Packard hardware equipmentj but due to the complexity of the hardware networking and the interfacing with Hewlett-Packard operating software, Hewlett-Packard is considered to provide a specialized service. Therefore, a c~mpe-:'itive biddi~g process is not required under the city's competitive bidding procedures. He~lett-Packard was selected for the following rease-.ns: 1~ The ability to provide software, hardware and net~ork support with state-of-the-art diagnostic software and hardware equipment • .2 ~ Field upgrades provj ded by He\{lett-Packard can be installed only by He'Wlett-Packard field engineers~ This service would have to be purchased separately withcut a maintenance contract~ 3~ To avoid excessive downtime to our computer systems, the Hewlett Packard hard .... ·are and softWare group has staffing in their Response Center who can dial into our computer system within minutes to diagnose problems~ 4. Staff recommenrls that Council authorize the City Manager to approve any increase in costs to the support and maintenance contracts during those three years, as the software and hardware are upgraded or added to, or due to a rise in inflation costs passed on by the vendor, pro..,-ided that Council has :::tppropriated funds for those: purposes.
