This is an inforrnation31 report and no Council action is required.
This report is to update COUncil on the status of the award of the
option to lea5e for the Willia::':l!~ property at. ~51 Homer Aven ... .le.
In AUgu5t 1989, the City was notified that Rhona Wil1ia:ms had
willea her property, located at 351 Horner Avenue t to the City of
Palo Alto. On January 13, 1992, Council accepted the Williams
property and improvements located at 351 Horner, and directed staff
to prepare a Request for Proposals (RFP) for an option to lease the
site. On April 13, 1992, council approved the RFP package and
directed staff to solicit p~oposa1s. On July 14, 1992, proposals
were received fro<Tl the Peninsula conservatio!"', Center Trust Fund
(PCC} and the Lace Museum. On October 5, 1992 Council took the
follo~ing actions:
1) Indicated a preference for the pee proposal pro',;ided t:bat
within 90 days, the PCC revise its plans to better conform to
the Historic Resources Repot't a."ld t'etain the historic integri
ty of the structure and garden.
:2) If the revised plans do not satisfy the council Carla i tions,
the Council will consider the award of the option to the Lace
Museum.

On November 9, 1992, Council approved a motioI"' ..... hich set the PCC's

and .... hich approved the ti.rr,ing provision that the Trust fund submit
revised plans within 60 days of November 9, 19~2 and that staff
make every effort to return to Council "'ithin 120 da:;s after
T.eceipt of the revised plans.
The pee submitted its revised plans on January 15, 1993. The pl~ns
were reviewed by the Historic ReSuurces Board at its rr,eetings on
February 2, 3, 17, and March 9, 1593. During February and March,
staff conducted negotiations with the PCC concerning the timing of
the tank removal and the PCC's share of the costs and re~ponsibili
ty for security and maintenance of the property during the option
period. In April the pce notified staff that it had received
notice that its current montn-to-month lease would terffiinate June
15, 1993, and due to the time and resources ~eeded for its search
for new space, it .... ould be delayed in providing staff '»lith
information required prior to ret·ur!".ing to Counei 1 with t'he revised
proposal. The pce 'wro'ill be unable to provide th~ n~cessarj'"
information in time for staff to return to the COllnci 1 ""ithin the
120 days time period directed by council (May 2;', 1993) _ Ths pee
