Community Housing, Inc. (CIH) and a new nonprofit agency, Lytton IV Housing Corpcratior1. HUD requires that i Section 202 sponsor set up a separat! nonprofit corporation to own and op€rate each 202 proje~t. The new corporation received its approval from the Internal Revenue Service on Janua;y 27. 19513. It is controlled by Hie same Board of Directors arrd has the same staff as the other Lytton projects, but it ;s a separate J~ga1 e~tity. On September 23, 1991, Council adopted Resolutlon No. 4C53 approving a Planned Communtty {Pt} zone, permitting tn€ construction of 51 units of federally s.ubsidized low income serdor housing at 330 £V'erett Avenue. The PC Zone became effective on April 30, ]992, after CHf received a Section 202 fundjng award from HUD. On No~ember 9, 1992. Council authorized the use of Housing Reserve Funds: to aSSist CHI with the site acquisition and project d~;elopment costs. The Counc:ijls motion authorized fund~ng i.Jp to a maximum of S],450,OOO. Funding was to exc!ed $1,000,000 c~ly to the exte~t that CHI exerCised reasonable efforts to maximize HUO funding and minimize proj~ct costs. City funding was also contingent upon CHI receiving a HUO co~dition~l commitment of at least $4,650,000, On Novemb~r 30, 1992, C~uncil adopted Budget Amendmert Ordinance No. 4119 to apprcpriate up to Sl,450,nOO in Housing Reserve Funds for lytton IV. This is an increase of S80D,900 over the earlier estlmate of $4,650,000. That figure was ba5ed on a conservative projection hi (HI's consultant, Mort Schaffran. Tota1 development costs are no~ estimated at $262,850 less than they were six months 190.
