Background
Following the Loma Prieta Ear-thquake in 1989. City staff and a
soils engineer inspected the condition of the Arastradero Lake Dam.
'The dam was not found to be in immediate: danger-of failure.
Ho'Wever, superficial cracks were discovered on the face of the darn.
raising concerns about its long-term safety, adequacy and
stability. As a res"<llt, cc:uncil approved. an Arast!;adero Lake Dam
project i~ the FY 1990-91 Capital Improvement Program. 7he project

major storrr" conditions (CMR: 225: 91). The agree:rnent also provided
for design al1d construction administration services~ • ... hich """auld be
awarded after funding became aVailable in the Capital Improvement
program.
The consultant's report concluded that the darn spill~ay is
undersized and too poorl)' construct.'2d 'to handle the volume of "Water
g"e:nerated frotT'. a ten year or greater stl'Jrm (CMR: 552! gO}. 'The la)ce
could fill and overtop the crest of the dart1 causing additional
erosion on the do ... ·nstrcam face.. P~evious erosion from starms over
the last 35 years has created large gullies, and further erosion

Discussion
Aaendrnent No. 1 to the Agreement provides consultant services to
perform the environmental analysis and final design of iIr'.provements
to the dam and. assist staff w·ith construction monitoring .and
testing. The terl!'.s of this agree~ent~ whjch have been revieitfed by
the Attorney's office, will require the consulta;-.t to perform the
follo'Wing tasks:
• prepare the environmental ana~ysis report,
• refine the preliminary engineering analysis of the spillway
design,
• prepare construction plans end specifications,
• make periodic site visits during const~-uctior. to e:15Ure
compliance '\Ir,'ith plan.s. and specific,=.tions,
• provide construction observ-3tion an.d testing of earthwork, and
• attend ~eetings and provide project m~nagement.
The fee for performing these services is $60,540.
staff requests authority to issue change arders of up to $12,100
",hich is 20 percent of the contract aIllount. The higher than normal
contingency is to allow for add it ional unexpected construction
observation and te:sting, 'Iolhich may be required due to any aberrant
conditions which may be encountered on the site.
The design will occur between May 1993 and February 1994. During
