This report recommends COlJ.ncil approval of the at.tached resolution
to. revi::;e electric rate schedule E-6, increasing traffic signal
rates 38 percent effective July 1. 199).
Background
Staff recommends a 38 percent increase in traffic signal
~aintenance rates charged to the Public Works Department for FY
93-94.. This income would ~esult in a $75,000 increase in the
electric find. A review of the FY 1991-92 traffic signal revenue
and exp~nses indicates a revenue shortfall of about $329,000. Since
the Ci'ty's policy is t.o charge customers based on cos"; of servi-::e,
a 165 percent rate increase is required to eliminate this economic
loss. However, it is clear that a cne time rate increase of this
magnitude can create too large a ratei:mpact~ I'hus, staff pr-opcses
a 38 percent ~ate increase annually over the next three y~ars. The
actual percentage rate adjustment in FY 95-96 may differ due to
changes in the number of traffic signal components or in the actual
cost of ser .... ice.
In addition, staff proposes a change in tne rate structu.re to
reflect more accurately the distrib~tion of maintenance costs for
the traffic signal system. The current traffic signal rate
structure uses the number of fixed and actuated heads as elements
of the ~nit ra~es, ~hile the proposed change identifies in detail

accordingly.
Some umnetered services -which are included in rate sched\Jle G-6,
namely traffic signals Oirri'1led by the state of California, have
recently been metered. In addition l fire alarm bexes ha ..... e be~n
removed from service. Since these changes no long~r apply, staff
recol'l'\lnends re·,rising :o:-ate schedule E-6 to delete tbe above mef"ltioned
servicl'!s .

revisinq Rate Schedule E-6 applicable to unmetered electric service
to increase maintenance rates charged to the Public Works
DepartD'.ent effective July I, 1993.

WHEREAS, the Council has cCJnsidered the need fer a,n
adjustment to unmeter-ed electric sen-rice rates;
NOW~ TIrEREFOkE, the Ccuncil of the City of Palo Al t.o does
hereby RBSOLVE as follows:
~~~. Pursuant to Section 12.20.010 of the Palo Alto
Municipal Code, Utility Rate Schedule E-6 (UIlIT'.etered Electric
Service) of the Palo Alto Ut.i lities RateE' and Charges is heL-sby
amended to read in acc::o:--dance with the sheets captioned "Utility
Rate Schedule E-6-111 and "'Utility Rate Schedule E-6~2. III attached
hereto and incorporated herein by this reference. The faregoilig
Utility Rate Schedules shall beCOMe effective on July 1, 1993.
SECTION 2. The Council finds that 'C-he revenue d€rived from
t.he authl)rized adjustments af unmetered electric ser·,,"ice rates by
the City Manager shall be used only for the purposes set fcrth in
Article VI!, Section 2~ of the Charter of t.he City of Palo Alto.
SECTION 34 The Council finds that the adoption of this
resolution is exernpt:~d under the CEQA Guidelines under Section
15273 of Title 14 of the California Code of Regulations.
