This report ccmme:nts on those requests. The response is outlined below: 1. Convert Centennial Loan to a Grant. Th~ Board requ~sted that the $75,000 loan to the centennial Ccmmi ttee be con~.rerted into a grant of support. If Council approves this item, a Budget Amendment Ordinance will be required. The council has total authority to make such a qrant, and the funding would come from the ~udget stabilization ~eserve (cost -$75,000). ~. May Fete Parade The centennial co:m.mittee requested that, in connection 'Wit..,. the City of Palo Alto being a major sponsor of centennial activlties, the 1994 May Pete Parade be a part of the birthday celebration. The city staff will stage a May Fete parade in current plans are to develop the event with a theme. Staff ~ill explore and implement any other recognition that is possible. Centennial Office Space The Committee has requested the City to make a City Utility owned buildinq available for office space. The building being requested is owned by the Gas utility. Council can authorize the rental of the space and enter into a lease with the committee for a designated period of time at the rate of $1.00. Staff requests the option to negotiate with the committee fer the amount of space need ad for Centennial activities and leave open the possibility of having some City materials remain stored in the building. It is staff's belief, based on conversation 'With several members of the Centennial Board, that this proposal is acceptable. If Council approves the conc~pt, staff will put the necessary paper work in process to initiate the lease. However, 425 Bryant cannot be made available immediately, because a) the building will have to be made accessible to handicapped persons, in order to meet Americans ..... ith Disabili-ties Act standards; and b) some items stored in the facl Ii ti' ..,-i 11 have to be rearranged. Upgrading to l1\eet ADA standa!'ds would include rest room conversion, ramp construction at the entrance and interior door widening. If Council approves the suggested use of the facility, funds ~ill have to be allocated to make the repai~s. Staff has no cu.rrent plans to 'Use the facility (estimated cost $10.000) • 5. Centennial Staffing 'I'he centennial Report requests that the City :make available a full-time emplo:aree to assist as centennial staff for a period of one yea~, beginning July 1, 1993. Staff can be assigned to work full time with the centennial Committee, if Council 'Will authorize expenditures to backfill the position made vacant by the person on loan to the Committee. I will work with the committee to identify the skills needed and then make an assigrcment, if council concurs. Council 'Will need to approve the funding to backfill the vacated position (estim3ted cost $40,000)4 6. Centennial Theme The request fro~ the centennial Committee is for the City to give a Centenni-al tbeme to .as many City planned events as possible. Staff already has extensive plans to incorporate the Centennial theme into the city' 5 regular act,ivi ties as appropriate {no cost). 7. Liability Insurance The City has been re.quested to cover the cost of general liability insurance for the Centennial Corporation, with the City being named as an additional insured. This is a request which staff supports (cost -not to exceed $5,000) . staff is excited about, and supportive of~ providing as&istance to the centennial Committee, as the city celebrates the momentous milestone of its looth birthday. If all costs are not firm by that date, staff will return ~ith just those items that have been finalized. CONCLUSIOt{ If Council supports the requests of the Centennial Committee, then Council should: 1) Convert the $75,000 Centennial Loan to a grant; 2) Direct staff to stage the 1994 May Fete Parade as a CentenrJ.ial event j • ?!l9t!
