On November 20, 1989, Council directed the Police Department to
pre.pare quarterly reports that summarize citize.ns' complaints.
This is an informational report of all citizens' complaints
receivad and ir.vestiqat~d by the Palo Alto Police Department during
the fourth quarter of 1992. No council action is required.

The following report is a summary of all citizens' complaints
received and investigated by the Palo Al to Police Department during
the first calendar quarter of 1993.
A total cf 18 complaints were received during this period (January
April 1993 j • Fourteen investigations have been concluded. l"our
complaints are still outstanding and will be included in the second
quarter report.
As a matter of routine, staff attempts to identify other associated
issues that may not have been included in the initial complaint.
Official corrective action (discipline, admonishment, training,
policy review) occurred in all situations where a complaint was
deemed sl.a.tained. A complaint is ftsllsta ined'" when an investigation
discloses sufficient evidence to clearly prove the allegations
made. Absent such evidence, a co~plaint may be deemed ~not
