This is an informational report and no Council action is -reques.ted. This
report is to sUI!IJrlarize results to date: of the recycling action plan
developed for stanford Research Park (SRP) busir.esses~

On March 17~ 199.2# staff Ir:et 'With the Policy and Services cOJ:'.r:littee to
address recycling issues raised by the Stanford Research Park Forun of
the Chamber of Commerce (eMF.; 184: 92). Staff returned to the Policy and
Services Committee on September 22; 1992 (CMR:424:92) to report that an
action plan had been developed 1ti'ith i!lput frc::'l SP.P b;Jsinesses that
included a survey of business needs, two pilot programs .... it_h tenants in
the REsearch Park, and a s}'stem to collect :materials on a 'Weekly basis.
The Policy and Services committee asked staff to return in six months
W'ith a status report on the action plan.
Development of a comprehensive recycling program [or the SRP raised a
concern that the size of a bUsiness CQuld aff~ct participation in the
recycl inq program~ In order to test thi s premise., the City set up t .. ,o
pilot programs. one 'w'ith Lockheed, a compar.y ",ith separate buildings in
""hich collection 'Was coordinated by building staff ~ and the other a
m"l.llti-tenant building (4009 Miranda Ave!"\ue); in .;hich each sI':":all
business had its ow-n custodial service \,lith onE central gar'bag8 area,
Separate recy.::ling containers for corrugated cardbcard, .... 'hi te paper,
nevspapers, cans, and glass and plastic were placed at each of the sites
at no additional cost during the pilot pe:'iodj and an orientation 'Was
given to '"all enployees, inc.luding custodial staff; on t,o'W the 1r1aterials
..... ere to be pr2pared~ Materlals are collected once per ,,"'cek by Palo Alto
Sanitation company (PASCO).
Both pilot programs h2lve been a. SUccess. The Miranda Avenue prograrr, \lias
accepted immediatelr by ernployees and is no",' being funded by the
building owner. Refuse collection has been reduced from five days per
'Week to two days per week at an annualj zed cost savings of approximately
$2,600. The pilot program at Lockheed is recycling so ttuch material
th2lt they also have been able to reduce their refuse collection from
five da.ys per ,,"'eel<. to two days per \\leek, at an annualized cost savings
to them of approximately $5,OOO~

J~ly 1~ 199) has been set as the start date tor the regularly 5che~uled
proqra~, in which different co~odities ~111 be collected each day of
th~ week. FDr example~ aluminum snd tin will be collected on Mond6Y,
new8paper on Tueeday, white pap~r on Wednesaay, 91aas and plastic on
Thur.d~y, an~ zixed/cclored paper on Friaay~ Corrugated cardbOard will
continue to be collected on an on-call basis. Staft has b~en vorkinq
with PASCO to determine the most efficient w~y to collect materials and
concluded: an additional vehicle is necessary4 PASCO requested the
additional vehicle for SRP recycling collection as part of their 1993-94
budget request~ Staff is authoriZed under the terms of this agreement
to approve p~rchase of this vehicle~ Until the vehicle has been ordered
and de-live-red, an older garbage trtJck scheduled for eurplus .ill be
convert~d to pick up t.he rec}'clables~ Due to the: age of this truck, it
woul~~'t be reli~ble to use on a continui~q basis for the SRP program.
statt is currently designing promotional materials to distribute to SRP
business~s by the end of April. A lette~ explaining the details of the
proqra~, and requesting teedback~ has been mailed to each member of the
Chamber of Commerce SRP Forum (Attachment A). Businesses will receive
an information packet which contains program information, a guide for
employees on hoW" to pre-pare materials, an application ana a rec.:,'clinq
questionnaire {targeted to businesses that did not respond to the
initial survey), which 'Will help staff develop baseline inforll",ation for
~onitorinq the proqram's success. Posters of the guide will elso be
made evailable to businesses for display. Information packets will be
distributed to Council once they are completed.
conclusioD
since businesses are not mandated to participate in the recyclinq
progra!'l,. the goals of the SRP program have been set at cautiously
optimistic levels~ Staff has set qoals to obtain 15 percent
participation by 1994, 30 percent by 1995, and SO percent by 1996.
