Honorahle city Council Palo Alto, California 4 contract with "i~-p.nin8ula Ao~e~rporation tor ~4bleoastinq services Members of the Council: Report in Brie~ This report requests council approval of the attache~ contract ~ith Mid­ Peninsu1a Access Corporation (MPAC) for cablecasting City Council, City Council Committees, Planning Commission, Utility Advisory Co~~ission, ArChitectural Review Board, Historic Resources Board, and Human Relations Commission meetillgs over the Government Access Channel 16. Funds are provided in the 1993-94 Info-rmation Resources Department operation budget~ Background As a part of the Cable franchise issued in March 1986, the City Council designated MPAC as the Co~unity Access organization to assist the joint powers in bringing community programming to the service area. Council members wished to invest in the development of MPAC whila maintaininq a distance from specific program content. The council established ~ rate of payment for MPAC services to the city Which would ensure a margin of. operational support. In September ~9S9, MPAC began cablecasting the city of Palo Alto council and Council committee meetings; in Decembe~ 1989, they added the City of Palo Alto Planning Commission meetings; in AUq'.Jst 1991, the City of Palo Alto Utility Advisory commission meetings; and in August 1992, the city of Palo Alto Architect-ural Revie ...... Board meetings. In December 1992, Council directed sta:£ to add the Historic Re50urces Board and H~~n R~lations Co~ission meetings ~o the schedule of meetings to be cablecast for 1993-94. Recommendation Staff recommends that Council attached contract ~ith Exhibit A, up to 700 payments of $4 /375. ' Exhibit A Cablecasting Services Mid-Peninsula Access Corporation Mid-Peninsula Access Corporation shall cabl"!cast the fol!o~in9 meetings, up to 700 hou~s, over the Government Access Channel 16 for Fiscal Year 1993-94: All palo Alto city council meetin9s held in the City Council Chambers or City Council Conference Room. • All palo Alto Planning commission meetinqs held in the City Council Chambers or City Council Conference Room. • All Palo Alto utility Advisory Commission meetings held in the city council Ch~~rs or City Council Conference Room. • All Palo Alto City council Finance Conm.ittee meetings held in the City council Cha~~ers or City Council Conference Room. • All Palo Alto City Council policy and Procedures committee meetings held in the City Counci.l Chambers or City Council Conference Room. • All Palo Alto Architectural Review Board meetings held in the City council Chambers or City Council Conference Room. • All Palo Alto Historic Resources Board meetings held in the City Council Chambers or City Council Conference Room. • All Palo Alto Human Relations commission meetings held in the City Council Chambers or City Council Conference Room. Total hours of all the above are not to exceed 700 hours for the compensation of $52,500, to be paid in 12 monthly payments of $4,375.00.
