This will neces~itate some changes in the EiR process and ti~el;ne. as described in this report. Ois_£~_s i on Stanford Ma~agement Company presented a letter to the Clty (ouncil, dated April 6, 1993 ,attached), explaining their desire to ·engag~ in a program of effecti .... e community outreach" for the proposed Stanford 1J~st and Sand 1-1,;11 Road/Stanford Shopping Center projects. This community outreacn program is now being finalized by Stanford, \lith the details to be prese!lt~d to the City by the end of this month. City staff is supportive of Stanford's efforts to fllrm111ate a community outreach program, and believes such a program can be done in conju~ction with the EIR process, although the E1R process must be changed s1ightly from that originally envisioned. Although the details of the changed EIR process have not yet been flnal1zed, there are several notable items that sho~ld be mentioned. J. The public Seoping Meetings previously scheduled for late April have been postponed to an undetermined date. 2. The EIRs ... n1 likely be published in three 'iolumes, with the firs.t being an "Existing Condltions" report describing tne Existing condit;or1s in and ~round the Sand Hill Ccorridor (i.e., traffic c.,unts, cree" conditions, noise levels). lhis report ~ill not contain any analysis or informatiQn about potential "impacts of the projects. The report \1(111 bE' published after Stanford's co~~unity outreach is underway. and could provide useful information for discussion. When Stanford provides the details of their public outreach program to the City Council. staff will prepare another informational rEport describing: 1) details of the re~ised ErR proce~s; 2) EIR process timeline; and 3) the relationship between the EIR process and Stanford's outreach program. The Sand Hill RoadlStanford ShoppirJg Center application also proposed that the City comribute $2. 15 million !o the 59.1 milli on esti mated cost for Sand Hill Road. Since the t!me of these applications. we have appeared before the Council twice to discuss the Sand Hill Road and SWlford Shopping Cent:!!" project. On December 7 I 1992, we Council held a join .. study ~s.sjon v.lth the Pianning Commission .at which David Neuman a.'ld I made presernations and ans·)..'ered questions about th~s prcject and other Staniord prfljects as well. On February 1. 1993. l~e. Sand Hill Road/Stanford Shopping Center proje(t was piaced on the Cot:ncil's agenda. and tlle Council agreed th.t tlli' project should proceed through the formal ElR processing and that the City should pursue furtJ1er negotiations as 10 the appropriate level of the City'S financial support jor tt.e cost of liie road. It was also understood t11at such negotiations would include w.e future status aI1d terms of the El Camino Park lease.
