Increase a!1o ccmtract Amendment Members of the Council! Dur.i.ng F'i 1993-94 the Palo Alto Refuse Fund financial obligations w"ill increase significantlYi in order to r.\eet tbese require~ents. a refuse rate increase of 30 percent is re~uired, effective July 1, 1993. The last refuse collection rate increase was on Ju.ly 1, 1932. For single family residents. the proposed rate structure charges the same rate per can ($14.30), regardless of th~ number of cans. staff also has propcsed a r.211l categor]', "rr.ini -can." .... ·hich is a 20 gallon can ($11.00 per ~ontb.) vers'J.s the standard 32 gallon, one can service. This report also recornmend.s tJ"tat.. Cour.cil approve af"'.c authorize the Mayor to execute an 3mendl':'le . .,t to the compensation section of the existing contract with Palo Alto Sanitation company {PASCO}. The present contract between PASCO and the City provides for ref'.lse collection services, operation of the Recycling Center, operation of the curbs ide and cor.ul';e~cia 1 recycling pr-c·gr-a~s, and the. emptying and maintenance of trGsh recRptacles located in various areas of the City, including the University apj California Avenue business districts. This contract provides a percentage of Refuse Funa revenue to be paid to PASCO for its services. The contract also allows annual renegotiation of this percentage in order to protect PASCO against escalating costs and to avoid exce!=.sive profits by PA~CO. The balance of ~he Refuse Fund revenue is to be used for: 1. the operation of tbe F.efus€! For the purpose of rate setting and PASCO profits, the pre-tax rdte of return on undepreciated fixed assets is targeted at 5 perc~nt. Any pre-tax profit exceeding S percent will be divided equally with the City. The Ci't.y's share will be credited against tht: succeeding year's rEvenue require~ent for PASCO. If PASCO were to receive more profit than the agreed rate of return in any particular f isca 1 year, the disallowed excess would be applied as an offset to next year's revenue requirement, ~nd the percentage of refU5€ service billing paid to PASCO would be redLced.
