This report reco!l'J':'Ien:ls that the CO'.lncil approve and a\.ithorize the
Mayor to execute the atta.:hed contract 'Iolith Western Allied in the
amount of $45,467, fer the fiJrn ishing aJ"'.d installation of the
ventilation system in the-pumping plant at the Palo Alto Regional
water Quality Control plant (PARt'll"QCP). funds have b~en appropriat
ed in CIP 39591.
The pumping plant is a process facilit:t that re~eives and delivers
raw sewage throughout the PAF.WQCP for treatment. The envirorur.ent
within the facilit~r can become hazardous if the building is not
properly ventilati:!d. The existing ventilation system 'Was installed
in 1969 and is now beyond r~pair and r.eeds repl~cing. This project
is to remove and replace the existing ventilation fans and ducts.
The Pumping Plant 'ventilation Project is not a project for purposes
of the California Environmental Quality Act.

Bids vere received from four qualified contractors as shown on the
attached summary. Staff recommends that the bid of $45, ';87,
submi tted by Western It.llied, be determined by Counei 1 to be the
lowest reponsible bid and that the contract be a~arded accordingly.
This bid is five percent below the engineer's estimate of $48,000.
