Health aud Psychcare Services (formerly Occupati.onal Health Services I Inc. [OBS]) for employee assistance Bervices~ including personal counseling, work and family counseling, and strese management counseling. This program is designed to help promcte the well­ being and welfare of City of palo Alto Empl~/ees and thereby reduce on-the-job distraction and absenteeism. This report recommends extending the term of the expiring three-year contract for an additional one-year period~ beginr~ing pebr~ary 17~ 1394. The coat of the final year of the current agreement is $26,011. The cost of the extension for an additional year will be $27,388, an increase of 5.2 percent per year, which we consider reasonable. The requested increase is below the rate of inflation for health care services. BacltsroYl!!S A request for proposal {RFP} to provide employee assistance services was prepared in December 1990. Proposals were submitted by three organizations with costs for requested services ranging from $24~500 to $49,590. OHS B'-ilirnitted the low bid and was awarded the three-year contract, with a not to exceed 5 percent per year cost adjustment in the second aI!d third year. Over the tE'rrD of the contract, OHS has expanded the types of services offered to our employees and families to include pre-retirement planning and financial counseling. The level of service is excellent with no complaints being received froTl'. employees. Based upon an informal review of four other service providers, the proposed rate increase is competitive and the types of services offered are broader than the services offered by competing providers.
