Report in Brief
This report provides Council with information on the monthly
Household Hazardous Waste (HHW) Program for FY 1993-94 to date, and
requests that Cou.'"lcil apprO"ttE: the attached agreement amendment to
Agreement No. C4040197 with Greenfield Services Corporation, to
fu."id the monthly collection program through the remainder of FY
1993-94 and the subsequent two years of the agreement. Funds are
available in the FY 1993-94 Refuse. Budget,
Discussion
The HHW Management Program began in 1983 as a pilot project, in
response to community concerns about the safe use and disposal of
hazardous substances commonly found in the home. Since the
Program's inception, t.he City has held o"J-er 65 collection events
serving over 10,300 households.
In June 1.9.93, Coun.:-il awarded a contract for an amount ::lot to
exceed $320, DOD per year to Greenfield Services Corporation fo:r th~
collection and management of HHW {CMR:371:93l. At t.hat cime, it
was stated that, should circumstances result in increased
expenditures, staff would return to COi..l....'1cil for approval of an
amendment to the agreement to continue the: monthly collection
program.
Attachment A provides summary infcrmation on the HEW collection
events held during the first six months of FY 1993-94 and compares
p~a~ results with the same period in FY 1992-93. During each
event I participants are surveyed to determine the number of
households represented by each vehicle. Survey results indicate
that the number of vehicles delivering wastes to the collection
events has increa_sed by 16 percent over the same period in FY 1992-
93; the nu~er of households taking advantaga cf the program has
increased by 14 percent over last year.
The quantity of HHW collected has also increased over last fiscal

perc€ont respectively. Because different categol.ies of ,.'astes :ha .... e
different packing requirements, the total weight of all wastes
rr.anage-cl has been evaluated to beeter illustrate the changes in
waste quantities. In tha.t comparison, 26 percent. more waste was
received and managed by the HHW Program during the fir$t six months
~f IT 1593-94 than during the saMe period last. fiscal year.
The higher participation rate and quantities of h~~ being colle~ted
have contributed to higher costs for operation of the program.
Another contributing factor is the diversion of a substantial
portion of the HHW stream to non-hazardo ..... s ..... aste iHW) landfill
management facilities (incineration, treatment, recycling, etc.).
During FY ~992-93. nearly 75 percent. of drummed wastes were. managed
through HW landfill dispo~al. In FY 1993-94, HW landfill disposal
has dropped to approximately 15 percent of the waste stream. As
presented d·..Jring award of the current agreement, use of management
technologies such as incineration and treatment substantially
assist Palo Altc~ s continued compliance with state and federal
hazardous waste laws.
Because of increased participation races~ increased quantities of
wastes being received, and use of non-landfill disposal
tecIuiologies. staff estimates that an additional $100,OQO of
agreemEnt authority per year will be necessary to fund the HHW
Program for the rer:lainder of FY 1993 -94 and the subseq-.J.ent two
years of the agreement. Therefore, staff requests approv~l of the
attached agreement amenci."Ttent. In the current budget $20. ODD is
available for the HHW Progra'!1l, which was not included in the
original agreement with Greenfield. The balance of the funds are
available in other programs in the FY 1993 -94 Refuse Budget that
can be used for the HHW Program. To cover the additional budget
needed for the next two yer.ars of the agreement, an increase in
funding of $80, aOG per year for continued :HHW Program operation :f"I...as
been included in the FY 1994-95 budget that is new under
preparation. The additional $2D,OOO re~lired each year has already
been funded as noted above. In the event tha~ unforeseen continued
program growth exceoeda t.hese estimates r staff will return to
Council for further revie'M' and funding to continue: the monthly
collection program.
The need for additional funds results from the positive acceptance
and support for appropriate HHW management demonstrated by the
residents of Palo Alto. Their participation diverts hazardous
wastes from inapp:copr iate disposal via the la.'1dfill, sanitary
sewer~ and storm drain systems and contributes to the pollution
prevention requirements ~~ndated for each of these systems.

Staff recommends that Council:
1. Approve and authorize the Mayor to execute Amendment No. l tc
Agreement No. C404019? with Greenfield Ser~ices Corporation~
in the amount of $lDO i OOO for fiscal year 1993-94 for the Palo
Alto Househcld Hazardous Waste Management Program.

discretion, to exercise the options to renew the agreement fer
the s~cond and third ye3.r~ of the term in the amounts budgeted
for the agreement during those years.

hazardous waste collection programs; and

NOW, THEREFORE, in consideration of th2ir mutual
covenants, the parties hereto agree as follows:
SECTION .1. Paragraph 4.1 of Contract No. C';040197 is
hereby amended to read as follows:
a. Paragraph 4.1.
For the full performance of CONTRACTOR's services
rendered hereunder in COIlI1ECti on l:It'ith the BJrw Program,
CITY shall pay CONTRACTOR a total st:..."11 not to exceed Four
Hundred Twenty Thousand Dollars ($420,000) for the first
year of the term of this Agroeement. Such sum shall be
payable to CONTRACTOR in accordance with the attached Fee
Schedule, marked Exhibit -B~ and incorporated herein by
this reference. Progress payments shall be made on a
monthly basis to CONTRACTOR,. within thirty {JO) days of
COh"TRACTOR's submission to CITY of itElT'.ized billings in
triplicate in accordance with Exhibit 8, for services
rendered in connection with each Hlrw Program event.-
.s.EcrION 2. Except as herein modified, all other
provisions of and exhibits to said agreement shall remain in full
force and effect.
