Gainer and Associates was selected as the consultant to work with City staff on the following recycling projects: HISTORIC DISPLAY: The consultant developed a historic display to highlight the 15 years of curbside recycling in Pale Alto. The consultant research~d~ designed and organized t:he display which has photos, samples of old logos. promot.ional ttlatecial.s and old news clippings. Th~ display is u:.;ed. ac al.l. public events and is scheduled to be displayed at all public librBries in the City. PAT-ON-THE-BACK AWARDS: The Pat-on-the-Back Awards ~ere designed to relor.'ard various 1."esidents 'Who were doing a good job at curbside recycling. The consultant. worked with Palo Alto Sanitation company (PASCO) to establish criteria for selection, designed and placed ada in the Palo Alte-Weekly. and assisted with the reception for the awardees. l.-oGO CONTEST: The logo cont.est was set up to find an updated "look-for the recycling progra.m. The consulta_tlt: developed t:he brochure which was sent to a=t supply stores, framing shops and art galleries, developed ads for the Palo Alto Weekly describing the ccntest, and helped judge entries. roSTER CONTEST ~ The poster contest. waa designed for public and private school children in grades K-6. TWelve children were awarded gift certificates. and one of the e~tries was made into a calendar~ The calendars were donated to the schools for a fund­ I;aising campaign. The consultant developed the flier that .... as distributed to all the schocls~ helped judge entries and gathered donatioDs of poster design and printing. -1- ... .~ , . o OHLOr-."E FAIR: The Annual Harvest Fest iva! at. Oblone School was used as a .... ay for the rec~'cling program to reach children. Fun activities such as burlap bag race.s. recycled paper making, art project:s reusing scraps from other projectE: and "Fishing fur Trash­ were used to teach children about recycling. The consult~nt met wit.h the schools to determine possible sites for a recyc.u,ng "fair," developed ~ll of the recycling games, and staffed the fair activities. MAY FETE PARADE: Thp. Recycling Program sponsored a float in the May Fete Parade with ~tudents from Duy-e;necK: School. The consultant found a school that was interested in the project, coordinat.ed the design and development of the float and worked with the ~1ay Fet'!! committee for logistics on parade day~ The Recycling Program ent,ry was honored with the ''1'heme Award" for t.he parade. REFUSE RATE INCREASE l1OTIF!CATIO~: Prior to the July 1993 refuse rate in~reaBe and the addition of the new 20-gallon mini-can; the consultant designed and placed ads informing residents and businesses of the upcoming changes. Ads we.e p] aced during the month of ~~~e in the Palo Alto Weekly and in the utilities bill insert. RECYCL1NG MASCOT: The task was to desj.gn and develop a mascot for the recycling program that could be used throughout the schools in Pale Alto. A wizard was selected to be the mascot for the recycling program. The first costume designed and prepared by the consultant was rejected by the Recycling Program staff. After several discussions with the consultant. it was mutually agreed that the respoJlsibility for the mascot costume should be removed from the agl.-eement. Presently~ the City has retai.ned a costume des.igner to develop the recycling wizard. The initial agreement price was $38 .. 305_ The actual funds expended totalled $25.500. Staff believes that the money expended for the contract 'Was worthwhile _ !t enabled them to provide necessa.ry activities and programs that would not have been posaihle ctherwise, based on current staffing levels.
