This report reccmm.er~d9 that Council award a contract to 8r' .. ms
Belmont Construction, Inc. in the amount of $49,360, for the
underfloor repairs of the Golf Course Clubhouse located at 1875
Embarcadero Road. Funds have been appropriated in the Facilities
Management Division Operati~g Budget_ T~is report also requests
!he waiver of the tenant (Harrf'S Hofbrau} rental fee until repairs
have been completed.
Background
The Golf Course Clubhouse has sustained substantial water damage
and deterioration to the structural members under the kitchen,
snack bar and women~s restroom areas. This project provides for
the required under floor repairs to the supporting rnembez:s. subfloor
and installation of new floor finishes. This work will correct
only the structural integrity of the building, ..... ith all existing
equipment to he reused. This work does not include any upgrades or
expansions which will be addressed in the upcomi~g master plan.
After construction begins, it is possible that addi!:ional
undiaclosed damaged areas may be discovered once the sub and finish
floors are removed and all structural members are exoosed. Such
~~k would require additional fund6~ Although we are requesting a
20 percent contingent authorization due to the uncertain nature of
the .~rk involved, it may become necessary to return to Council for
additional authorization and funding if gubsta.ntial unforeseen
damage is discovered. Whjle staff believes the design consultant
has done the best job possible of scoping the extent of required
repairs, it should be emphasized tr~t no final determination can be
made until the flooring is actually removed and structural members
can be inspected. This issue is analogou$ to repair of termite or
~ater damage in other wood frame structures.
For eafety reasons, the kitchen and 7S percent of the seating area
have been closed since January 7, 1994 and will remain closed
during the reconstruction. The tenant, Harry's Hofbrau, has not
been able to prov"ide its normal food service. The bar is open; and
at the City's request, limited food and coffee service a~e being
provid-eu for the golfers. The tenant~ I .. arry Kramer, has agreed to
install new carpeting at his cost during the final days of

reconstruction. He is currently on a month-to-month tenancy and
~AG requested the rent {$3,OSO per mo~th for approximately three
months) be waived for the pericd .Jam.i.ar.i ? r 1994 to the completion
of reconstruction.
Environmental Impact
This project is exemp~ from the californ~a Environmental Quality
Act (CEQAJ under Section 15301 of th~ CEQA G' .... idelines.

Bid packages were sent to 14 contractors and 6 local builder's
exchanges. Bios were recei'.red from 5 qualified contractors as
shown on the attached summary. Sta.ff recommends that the bid of
$49,360 submit.ted by Bnms Belmont Constr.Jction, Inc. be determined
by Council to be the lowest responsible bid and that the contract
be awarded accordingly. This bid is apprcximately 20 percent below
the en9ineer~s estimate of $61,000.

1. Approve and authorize the Mayor to execute the attached
construction contract with Bruns Belmont Cor.stl~ction,
Inc. in the amount of $49,360 for the Golf Course
Underfloor Repair project.
2. Authori2~ the City Manager or her designee to r-egotiate
and execute one or more change orders to the construction
contract wit.h Bruns Belmont Construction, Inc., the total
value of which change orders shall not exceed $10,000.
3. Authorize the ~aiver of rent for the period from January 7.
1994-to the completion of reconstruction.
