This report outlines staff recommendations tor projects~ to be included in the three year priority list of bikeway and pedestrian projects in Santa Clara County, and recommends that". council adopt the attached resolution authorizing the subm.ittal. of qrant applications for the follo'Wing projects, listed in priority order: Project (1) Embarcadero Bridge and Bike Path Extension project {2j Bikeway Improvement Project (3) Bicycle Plan and Bicycle Map Revision IIAC!l.GROt11lD $50,000 $30,000 $25,000 FUndinq Year __ 1994-95 1994-95 1995-96 In mid-November, the Santa Clara: county Transportation Aqency issued a lett.er (Attachment. 2) notifying a.ll cities in the county of the availability of State TDA A~ticle 3 funding for bicycle and pedestrian projects in 1994-95. Upon evaluating project submittals from local aqencies, the program Ii!lplementatior. COl1l .. 'I1ittee of the County Transportation CCl'I",mission and the County Bicycle Advisory committee ,..ill develop a three-·year plan priority listing of Count}-wide projects for TDA grant funding. Only those projects listed in the plan fer ~99'-95 ~ill be forwarded to the Metropoli tan Transportation Commission, which allocates funding only for the upcoming year. CMR:~25:94 o For 1994-95, the Tr-ansportation Agency staff has indicated that santa Clara County will be entitlQd to approxi~ately $1,037,513 in TOA funds. Of that amount, 70 percent is distributed t-o local jurisdictions on a population based apportionment; the remaining 30 percent is distributed equally among the five supervisorial districts for-special. innovative project.s. Cities within each district compete fer the latter funds. Based on past experience, Palo Alto's minimum pro rata share of the funds is estimated to be about $27,000. Ho~evec, last year Palo Alto received $62,000 and has, historically, received grant allocations in excese of its minimum share. PROJB~ PROPOSALS Last year, Palo Alto submitted applications for funding "fer the Alma street Bridge Project ($12,000) and for the Embarcadero Road Bridge and Path Extension (total of SlOe,OOe, in two successive year allocations of $50,000 in 1993-94 and 1994-95). TDA grants for the Alma street Bridge project and for the first $50,000 of the Embarcadero Bridge proje~t were approved in 1993-94. The city must rasubmit an appli~ation for the second year of TDA funding for the Embarcadero Bridge project in 1994-95. 1994-95 TOA funding priori!y Lis~ For this year's TDA submittal, staff~ ~orking in consultation with the Palo Alto Bicycle Advisory Committee, developed a new priority list that reflects continued funding for the Embarcadero Bridge and Path project, but also includes two new projects that ~re eligible for TDA funding; Bikeway System Improvements and Bicycle Plan and Bicycle Routes Hap Revision. Listed in priority order~ the three projects are as fo~loW6~ 1. Embarcadero Pedest.rian1BJcycle Bridge and Bike Pat..l)~:>;_tension -S50,OOO The Embarcadero Bridge/path Project (elP 19310) ~a5 included in L~e Interim. 1993,-94 capital Improve.me.n't. program budget. The project involves construction of a qrade-separated pedestrian and bicycle b~idge over Embarcadero Road (adjacent to the existing railroad bridge) and completion of an off-road bike path west of the railroad tracks, between Churchill Avenue and University Avenue_ The oriqinal budget for this project ($550~OOO) included $50,000 in 1993-94 f(Jr design and $500,000 in 1994-95 for construction. This budget identified the use of $lOO,OOO in TDA funds to r.::over a portion of the construction costs. The budgeted amount for construction in 1994-95 remains unchanqed. Bikeway .Improvement Proiect -$)0.000 This project would provide for various improvements to the Palo Alto bike routes system and upgrades of bicycle amenities at City faciliti8s recommended by staff and the Palo Alto Bicycle ~dvisory Committee. Staff has p~oposed that this project be included iM the draft 1994-95 capital Improve1!lent Program budget, ~hich will be subject to full public hearing and consideration by the Council in the. spring_ staff is requesting authority to take advantage of the opportunity to apply for TDA funds at this time, to reimburse the Street Improvement fund if the project is ultimately approved as part of the 1994-95 CIP budget. The project includes the following elements: • EXtension or existing bike route along Park Boulevard south fro. Laabert Avenue via Haclane stree~ to Wilkie Avenue and rroa Louis Road across cbarleston Road via }fontrose Avenue to Kiddlerield Road. Park Boulevard south of Lambert, though not signed as a bike LDute, functions as a de facto bicycle boulevard. since it is not open to thrOugh tcaffic between West Meadow Drive and Lambert Avenue. is a r-esidential street "With low traffic volumes, and 1s a convenient aiternative to El Camino Real. Desiqnatinq these streets as a bike route would be consistent with the Bikeways Master Plan and would result in connecting two segments of bike route, on Park Boulevard north of Lambert Avenue and on Wilkie Way south of Charleston Road. The existinq bike route on Louis Road extends from Embarcadero Road to Charleston Read. By modifying the median island on Charleston at Louis and designating Montrose Avenue as a bike CMR:1'S:94 1/21/94 Page J route, the bikeway could be extended to the intersection of Montrose and Middlefield, providing a direct linkage to the CUbberley Community Center. These improvements would be implemented by signing alene. No bike lanes would be installed, and l'lO change in on-street parking patter~s would be required~ • Bl.t.ination oL the signing and designation or ·sidetfl!!ll;-bike paths tllct>ughout the Cit}"" When the City's bikeway system was developed irJ the early 1970's, side~alk bike paths ~Er~ designated on several major !Streets including-Embarcadero Road, Middlefield Road, A.lma street, and San Antonio ~nd Charleston Roads. current state bikeway desiqn standards discourage the use of sidewalks as bikeways, due to the potential conflicts between bicyclists and pedestrians, and between bicyclists and motorists at d~iveways and intersections. Experience in Palo Alto indicates that hicycl ists riding on sidewalks, especially those riding wrong-way, are at greater risk of accidents ~ith motor vehicles than th';)se: bicyclists riding in the street. Onder this proposal, the reference to sidewalk bike paths 'Would be removed from the City Bike Route map and all bike: path signs ~oulci be removed. Bicyclists would still be able to ride on these sidewalks, as they can on all other sidewalks, except those in the business districts. In many instances there are parallel designated bike routes (e.q., Louis or Cowper as alternatives to Middlefield, and Bryant Street Bike Boulev'\rd for Alma Street) or other undesignat:ed adjacent streets suitable for kicyclin9~ If the CZP project ie approved later this year in conjunction with the adoption of the 1994-95 budget, staff would return to council with a full report on the proposed improvements and an ordinance recommending modifications to the bike'Way master­ plan map. • Purchase of new bike racks for City facilities~ A small amount of project budget ($4,000) is reserved for purchase and installation of new bike racks at city facilities such as the lihraries, CultUral Center, and Mitche.ll Park Community Center, vhere the existing facilities are old~ in di5repair and need upgrading. Bicycle Plan and Bike Map Revision -:: __ ~OO TIle Metropolitan Transportation Commission requires that cities applying for TDA funds have a detailed bicycle circulation element or plan in thei~ general plan, O~ adopt a ccmpreh~nsive bicycle plan in conformance with the requirements of the st!'eets .and Hiqhways Code. The City's Bicycle Master Plan is currently incor-porated into the Transportatior, Element of t.he comprehensive Plan. During the Cozprehensive Plan update process, the goals, policies, and proqrams are expected to undergo substantial revision. Subsequent to the ado~tion of the new Co~prehensive Plan, staff proposes that the city preparE a bic}'cle plan and produce a new lat'"'Jer, more detailed and i.nstructive bicycle map which more appropriately reflects the community's commitment to bicycle transportation. Such a plan (including map) is typically a separate documcmt 'OIrthich is consistent \liith the Transportation Element of tne Comprehensive Plan~ but de5cribes in greater detail the existing bicycling environment a~d conditions I City programs~ services and policies to promote bicycling and a complete set of action elements recommended to improve the ccnditions to ensure that bicycling can continue to be a viable and safe transportation mode~ Recently several local jurisdictions, including San Jose, Santa Clal.-a, Sunnyvale and Santa Clara county tJave developed or adopte~ bicycle plans~ Staff recommends that an application ~or $25.000 be submitted for this project. Given its lower pric.·rity ranking, staff anticipates that this project would receive TDA funding in 1995-96, hut net in 1994-95. PALO AL~ BICYCLB ADVISORY COMXITTEE RECOKMENDATIO~ The Palo Alto Bicycle Adviso~I commit~ee met on January 4, 1994, to review and prioritize TDA Article 1 grant applications to be torwardad to the County and MTC. The Committee considers the Embarcadero Road Bridge and Bik~ Path Extension project to be the top priority project. and the Committee endorses the prio~ity list descl:ibed in this report. I!IIVrROlIOlBlITAL ASSESSKENr This request for funds is not considet'ed a proj ect under the California Environmental Quality Act; ther~fcre. no environmental assessment is needed at this time. However, City staff viII be preparing environmental analyses for each project during the next two t.o three lnQn'ths, since full environ~ental dccumentation must be submitted to Mrc to complete the grant application process. RESOLUTION OF THE COUNCIL OF THE CI1'Y OF PALO ALTO AUTHORIZING THE FILING OF A CLAIM WITH THE MBTROPOLITA.>q TRANSPORTATION COMMISSION FOR ALLOCA'l'ION OF TRANSPORTATION DEVELOPMENT ACT P'JNDS FOR FISCAL YEAR 1994-95 WHEREAS, tbe Transportation Development Act (-TDA·), as: amended (Public utilities Code section 99200 et seq.). provides for the disbursement of funds from the Local Transportation Fund of the County of Santa Clara for use by eligible claimants for the purpose of providing pedestri~~ and bicycle f~cilities; and WH:8REAS, pursuant to the provisions of the TDA, aeo amended~ and pursuant to the applicable rules and regulations thereunder {21 cal.Admin. Code Electicn 6600 et seq.}; a prospective claimant wishing to receive an allocation from t~e Local Transportation Fund shall file its claim with the Metropolitan Transportation Connissiou; and WHEREAS~ the City of Palo Alto is an eligible cla~t for TDA funds pursuant to Public Utilities Code section 9.9234, as expressed in the City of Palo Alto's opinion of counseL dated January 6, 1994; and ~~ TeA funds fram the Local Transportation Fund of Santa Clara County will be required in fiscal year 1994-95 for the purpose of improving pedestrian and bicycle facilities in Palo Alto; and WHERRAS, this claim is in accordance with the policy in the Palo Alto Compreheneive Plan to promote bicycle use; NOW. Under a n9W state statute. rDA Article 3 funds may be used for preparing bicycle and pedesttian facilities plans. How-ever. the statute restricts allocation of TDA Article 3 funds to a jurisdiction for this purpose to once every five years. As you Bay know, new TDA fundin~ guidelines reqUire that cities and counties establish bicycle coaua.ittees and adopt. compLehensive bicycle plans to be eligible for funds. There ace several jurisdictions that are in various stages of preparin9 comprehensive bicycle plans. ~TC aay waive the plan requitement if a jurisdi~tion can demonstrate progress toward completion of a plan for this year's cycle. As a re_inder to claimants who have ~eceived disburseaents O~ obligated Article 3 funds during FY 1992-93. pleas~ submit a certified fiscal audit to KTC and the State Controller by December 30~ 1993.
