On November 20, 1989, Council directed the Police Department to
prepare quarterly reports that summarize citizens' complaints.
This is an informational report of all citizens' compl~ints
received and investigated by the Palo Alto Police Department during
the fourth quarter of 1993. No Council action is requireu.
BackarguM
The following report is a summary of all citizens' complaints
received and investiga'i:.er.l bt the Palo Alto Police Department during
the fourth calendar quarter of 1993.
A total ot 14 complaints were received during this period {october
-December 1993). Fifteen investigations have been concluded
(three or which are from the previous quarters) ~ Two complaints
are &till outstanding and ... i11 be included in the first c:-.lendar
quarter report of 199".
As a matter of routines staff attempts to identify other associated
issues that may not have been included in the initial complaint.
Officia.l corrective action (disclpline, admonishments trainings
policy revi~w) occurred in all situations .-here a complaint was
deemed sustained~ 11. complaint is '"sustained" when an investigation
discloses sufficient evidence to clearly prove the allegations
made. Absent such evidence, a complaint may be deemed "not

when it can be demonstrated that the alleqed ac~ions did not occur;
and ·exonerated,· when the acts were consistent with department
