REPORT IN BRIEF The City of Mountain View is proceeding ... d th a revision to the Precise Plan for the San Antonio Center located between San Ar.tonio Road, El camino Real~ Showers Drive and California Street in Mountain View. This report informs Council of revisions and staff actions. SAN ANTONIO SHOPPING CENTE~ The City of Mountain View is proposing changes to the Precise Plan for the San Antonio Shopping Center that would more readily accommodate current retailing requirements. The changes would allow the center to secure ~big-box· retail stores s~ch as Wal Mart, or the new concept (larger) X-Mart and Target stores. The Center would change from a mall-oriented center to a mix of small~ medi~~ and large-scale destination oriented retailers. Total square footage would likely decrease from 786,000 square feet to 746,000, but the occupied square footage would be about 100.000 square feet greater. Palo .U.'to Btaff has reviewed t.he documentation prepared by the City of Mountain View on the changes to the San Antonio Center Pl.·ecise Plan a..,d believes that no additional comments are necessary. While the Center would have a different look and increased parking, a Traffic Impact Analysis determined that under four different traffic scenarios I none of the nine intersections that were analyzed would degrade below Level of service (LOS) E. It is noted that the only Palo Alto intersection to experience a ch~nge in level of BerYic~ would be San Ar.tonio Road and Middlefield Road. This intersection will degrade from c~rrent LOS D to future LOS E. According to the Sa.nta clara County Congestion Management Program standards for level of service, LOS E is acceptable. Under Palo Alto's level of service standard, a ~hange from LOS D to LOS E would require mitigation. Ho .... ever. when the City first reviawed the San Antonio Ce~ter Precise Plan, the c~ty did not recommend mitigation of impacts at San Jo...ntonio and Middlefield because the identified mitigation measure was not ecotlomically feasible. Thus~ city staff agrees with the conclt.:.sion of the traffic study and the Mountain View staff report, that no significant traffic impacts are expected from this project. Copies of the revised P~ecise Plan and Mountain View staff report a:t"e available at the Palo Alto Planning Department on the fifth floor of the Civic Center building. The new Precise Plan was heard hy the Mountain View PlaI"'.ning Commission on January 5, 1994 and is tentatively scheduled for r~view by the Mountain View City Council on Februarf 8, 1954.
