Council approve the payment of an invoice from the Aquatic Habitat InlStitute in the amount of $34,559, as required by the Regional Water Quality Control Eoard (Regional Board) for Palo Alto's share of the upcoming 'tear's (second year) San Francisco Bay monitoring effort ~ Funds are available in the Regional water Quality Control Plant (RWQCP) FY 1993-1994 opeyating budget. Background In earlier years the RWQCI? has conducted, through consultant agreements. monitoring of Bay water, sediment and tissue. Last year, the Regional Board's Executive Officer required dischargers to conduct a more carefully coordinated effort, pursuant to Section :13257 of the State Water Code. The Regional Board hired the Aquatic Habitat Institute (AHI} ~ a nonprofit organizat.ion, to manage the monitori~g program and to collect p~yments from all the program participants. AHI has hired several consultants to conduct the sampling and perform the analysas. This unified approach has reduced costs by minimizing overhead and has eliminated coordina~ion proble~; that would normally arise due to the number of cities and consultan't.s in",olved. Last year, CC-llIlcil approved the paym-=nt for Palo Altor 5 Elhare of the first year of this prograrn.~ piscussion This year, twenty-two locations throughout the Bay will be monitored three times per year. Wa.ter, sediment and tissue samples will be taken and ~~al~ed over ~im~ to determine compliance with water quality standards and trends. A formula was developed, including pollutant loading and a base fee. to determine the share each dit1charger must pay~ Last year. the RWOCP; s share was $30,lS5.85 out of a tota.l budget of $1,150,000 (about 2 1/2 percent). This yea.r, primarily due to an increase in the number of sa.mpling stations; includ:):ng an additional station in the South -1- Bay, the total program cost has increased to $1,850,000. Therefore, RWQCP's share has increased to $34,55~.
