This report recommends that Council approve the attached Budqe.t
Amendment ordinance in the amount of $4,500 to provide funds for
continued l:'laintenance of the. Williams property at 351 Homer Avenue,
Pdo Alto.

On December 13, 1S93, council approved a motion referring to the
Policy and Services (P&S) Comr:littee the issue of a Request for
Proposals (~P) for the ~illia~s property and directing staff to
return with a budget amendment ordinance for funas to provide for
continued maintenance of the property, pending selection of a
permanent tenant.

Due to unforeseen events which have delayed the award of an option
to lease~ the period in which the City has retained responsibility
for property maintenance has extended longe~ than anticipated, and
it is necessary to budget additional funas for its maintenance.
E>.·penses for the property totaled $23,400 as of.June 30,19513 ($es
Attachment A for details). City Manager's contin~ent monies were
used in FY 1993194 to cover the '$3,400 in expenses over the
original $20,000 budgeted.

included in the FY 1993/94 budget. The current annual cost tor
on9oinq ~aintenance of the property is $6,300 (monthly costs are
$~OO for the security service; $100 for landscape maintenance and

an RFP for the property to the Policy and services Committee will
result in the City having mair.tcnance respcnsibility until at least
June 1994 and possibly longer. Also, to prevent further
deterioration of the house, certain items of deferred maintenance
need to be tak.en care of ~ such as patching flaking stucco ana:
sealing worn 'WindoW' sills. The estimated (!ost. ot the deferred
maintenance items is $3,COO~ Therefore, in addition to the $4,800
already budgeted for 1993/94, $4,500 .... i1l be needed tc c-ov.er
maintenance of the property until J~ne 30, 1994. For mainte~ance
costs after July 1, 1994, fu~ds vill be budgeted as part of the
1994/95 budget.

ORDtNANCE of THE COUNCIL CF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1993-94
~O PROVIDE AN ADDITIONAL APPROPRIATION FOR
CONTINUED MAINTENANCE OF THE RHONA WILLIAMS PROPERTY
AT )51 HOMER AVENUE
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the council on 3une
21, 1993 did adopt a budget for fiscal year 1993-94; and
WHEREAS, on December 13, 1993, council referred to the Policy
and Services (P&S) committee the issue of a. ne'W Request for
Proposals (RFP) for the use of the ~~ona ~illiams property located
at 351 Bomer Avenue; and

NOW, THEREFORE~ the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION 1. The sum of One Thousand Five Hundred Dollars
($1,500) is hereby appropriated to Quasi-external Transactions and
the sum of ThI:ee Thousand. Dollars ($3~OOO) is appropriated to
Contract Service~ in the Real Estate Division, Finance Department9
The Budget Stabilization Reserve is correspondingly decreased.
SECTION 24 This transaction will reduce the Budget
Stabilization Reserve trom $11,.114,370 to $11~109,B70 as of January
10, 1951 .. L
SECTION 3. As specified in section 2.28.080{a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 4. The council of the City of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
califDrnia Environmental Quality Act ~nd, therefore, no environmen
tal impact assessment is necessary.
