The purpose of this report is to provide comments to Council about t.."1e March 24, 1.993 public meeting in Palo .:&"lto r"3:garding the cal'rrain San Francisco Terminal Relocation project (also kno ... n as the "downtown extension") ~ No ne .... information ,,",as presented by the Peninsula Corridor Joint Powers Board (JPB) beyond what city staff already provided for Council in CMR:215:93~ dated March 18, 1993 (Attachment 1). During public testimony, Council Member Ron Andersen submitted and read into the record a lett~r to the ~PB from Mayor Jean McCo~n (Attachment 2). The large majority of public speakers favored the extension of CalTrain to down~own San Francisco. The JPB ~il1 held a speci31 meeting on April 15 to review public comments from t~e four p'jblic meetings that were held in San Francisco, San Mateo, and Santa Clara Counties. S~af.f will report back: to the Council, as appropriate, concerning further progress and p03sible action on tnis issue. BACKGROUND The Administrative Draft EIS/ErR for the terminal relocation project .... as prepared in 1991, and it evaluated three potential "build" alternatives for extending CalTrain service closer tc do~nto'Wn. However r the Feder2;l Transi t Administration declined permission to circulate ~he EIS to the public. beCduse there ~as no commitment for the local share of the project cost. The EIS still has not been circulated, and the dm,mtown extension project is currently in limbo. The JPB scheduled a 5eries of information meetings to update the public on the issues related to this CHR:236:93 L - project. After its review of" the public conment hea~d at the !!!e_etinqs, the J'PB plan:; to act either to pl.4rsue the terminal reloc~tion project to a conclusion j or to not ~onsider it further. Additional background information is p~ovided in CMR:215:93 (Attachment 1). ~ANTA Cl~AA COm~_T.x.2YBLIC MEETING The santa Clara county public meeting on this project vas he~d in Palo Alto on March 2( from 7!DO p.~. to 9:00 p.m. The meeting ~as chaired by Supervisor Dianne McKenna, Chair of the JP8~ and toe only Board member present. Approximately 60 members of the public \lIere present. The meeting opened with a very brief JPB staff overview of the project alternatives~ the. changing community conditions (e:opecially in San francisco), and the key questions for the 3?B to consider in deciding what action to take next. This information ~as essentially identical to that contained in the "'CalTrain Update" attached to CMR:215:93. The remainder of the meeting ~as devoted to public testimony, 'With approximately 30 persons presenting their opinions, including a number of current and former elected officials. Council Member Ron Andersen submi tted and read into the record a letter to the JPS frem Mayor Jean McCown {Attachment 2), reiterating Palo Alto's lcngstanding support for the concept of a downtown CalTrain extension, followed by his personal co~~ents of support. Most or the 30 speakers spoke in favor of the do~ntown extension, but did not seem to specify a particular alternative. Ho'Wever J a number ot speakers stated that the alternative of relying on a direct transfe.r to Mu"NI Metro would not be acceptable to them. Several speakers asked the JPB to seek other funding sources for the extension project and to provide mo .. -e trains~ ApproAiwately three speakers ~ere n~t in favor of the extension. TWo of them cited high cost as tne pri~ary reas~~ and advocated the alternative of direct transfer to MUNI Me.tro, at either the existing-station at Fourth a:1:d TO\o,:nsend or at a new station furtl'H=r away from do~~tow~ at Seventh and Townsend. One ot these speakers fav~red replacement of CalTrain with BART~ 'I"t.IIo ?alo Alto residents spoke ot the need for grade separations. One: sp.eaker referred specifically to the East Meadow and East Charleston rail crossings, and the other spoke about raising or lo-..'ering the rail 1 ine wbile keeping roads at grade. At a specia.l stUdy session on April 15 r the JPB -will review all public comments rec~eived at the fOlJ~ meetings in the thr.;e counties, and study the issues. At its regular meeting on May 6, the JPB hopes to make a final decision on ~hat next stepa to take, CMR:236:93 'f15f9' Pa.ge ::: , including tne possible 6t~p of terminati.'1g any further consideration of the terminal relocation project. The JPB's discussion 'Will probably focus on tr.e J.-.ey quest.ions on which it was seeking p~blic input at the meetings, as sua~arized below: • HoW' much money is -t.he JPe -willing to cot!'.I!!it to the terjl').:Lnal relocation project? • Are the ErS "build n alternatives too costly too consider? • Is there still a priority to move the curr£nt terminal? • Can the terminal be moved yet further from downtown (to accommodate the Mission Bay and potential Giants baseball stadium projects) and acceptable feeder service be provided? • Is extending calTrain on a surface or above-grade align~ent acceptable to the co~~unity? • What alternatives me~it further consideration? Staff believes that the attached letter from Mayor Jean MCCown, presented by Council Member Andersen to the JPB at the March 24 public meeting, provides a sufficient statement of Palo }..lto's interest and support for the terminal relocation project. Staff does not believe it is necessary for Council to provide fu~ther comments at this tim~~ unless it ~ishes to. This report also summarizes the latest information regaraing the alternatives and issues related to this project. In 1988, the Peninsula corridor Joint Powers Board (JPB), the owner and operator of CalTrain service~ a'.lthorized a San Francisco DCW'ntown Terminal Relocation S'tudy for calTrain (also kno,,,,,,n as the "do"Wl1town exte;-,sion"). This project is co-slJonsored by t.he federal goverrunent. The purpose of the proje_ct is (1) to impro;re rajl service for patrons with destinations in dOw~to~n San Francisco o~ desirin~ to make regional transit connections, and (2) to relocate the existing terminal so the current site at Fourth and To~nsend streets would be. available for tho? proposed Mission Bay development. The ~eetings viII take place in San Frao.ncisco r San Mateo, and Santa Clara counties. The Santa Clara County meeting vill be held in the Palo Alto City council Ch~rnbers on Wednesday evening, March 24. At each meeting. the J"PB !,Iill present the same information regarding the numerous changing events that affect the proposed downtown extension, and will receive public comm!?nt. The JPB "Will review the existing alternatives analyzed in the E!S, and "Will consider an::t new or revised project alternatives. The JPB hopes that public understanding of theSe changed conditlons~ new alternatives, and updated community goals, ~ill guide the JPB in acting either to move this project forward to a conclusion, or to !"lot consider it furth@r-. Ers ALTEP..NATIVE:.~ The ErS evaluates three -build-alternatives, plus a transportation systems management (TSM) alternative, and the "no build" alternative. All three build alternatives involve a sublr'ay alignment to the vicinity of Market street and/or the Transbay Terminal. The Qttached ="'CalTrail". update" provides further detail about theSE alternatives and other issues. The 1991 cost of the build alternatives ranges from $570 million to $65)S million. Of this, $232 million ramains unco!!lmitted and :.'ould have to come from the three calTrain counties. Santa Clara County I s recent Measure A, approved by the 'voters last year, earmarks $146 million for CalTrain improvements~ but this money is intended primarily for service upgrades, electrification, and other improvements that are intended to directly benefit Santa Clara COU:1ty. Other alternatives besides the three EIS build alternatives have been studied and proposed. Some ~ere considered during the EIS process and rejected. others have been proposed separately ~nd have not been fully evalUated. Some of these are listed in the attached CalTrain Update. Citizen rail adv0c<.1cy groups, such as the Train Riders A.ssociation of California and Peninsula Rail 2000, have proposed other leSE: costly alternatives. They also believe that costs for the EIS alternatil,res 1113:Y be unnecessarily inflate.d. An informational sheet from Peninsula Rail 2000 is provided as Attachment 2 of this staff report. CKR:21.5:9J 3/18/93 Page 2 I ! - • "0.,: l'he=e are a number of proj ects and issues that affect and relate to the CalTrain downtown extension, some of which have developed since the EIS was prepared. These issues will be discussed at the public meetings. The attached calTrain update (Attachment 1) discusses these issues in some detail. The JPB has identified six key questions on w"hich it is seeking public input at the lrIE.etings. These are included in the CalTrain Update, and are summarized below! 1. How much money is the JPB 'Willing t.o commit to the terminal relocation project? 2. Are the EIS "build" alternatives too costly to consider? 3. Is there still a priority to move the current tert:linal? 4. Can the terminal be moved ~{et fUrther from downtown {to accommodate the Mission Bay and Giants baseball stadium projects) and acceptable feeder service provided? 5. Is extendinq CalTrain on a surface or above-grade alignment acceptable to the community? 6~ What alternatives merit further consideration? After the three public meetings, the .,JPB will re'liew and consider all info~lation received. A special JPB meeting for this purpose has been scheduled for April 15, 1993. Finally, at its regularly sCheduled May 6, 1993 meeting, the JPB will decide 'What its next steps will be in the Terminal Relocation project. ~ONCLUSION De~pite the complexity of issues, new and old, reqardi~jg the San Francisco Terminal Relocation project, staff bel icves that Palo Alto should continue to be a strong suppo.cter of the project, provided that its cost effectiveness can be demonstrated in terms of increased ridership. To that end l at the March 24 public meeting, staff plans to express Palo Alto's longstanding support for the conc~pt of a aownLown Cal Train extension.
