The California state Library has announced a .c::ornpetltive grant
program for federal Library Services and Constl~ction Act (LSCA)
Title II constr<olction funds, for projects to remodel existing
public library facilities to co~ply ~ith the Amsricans with
Disabilities Act (ADA). The federal funds will provide 40 percent
of the total project cost, ~ith local jurisdictions providing the
remaining 60 percent of the cost. The City's ADA Transition Plan
i:ncludes JIlaj or rel!\od~ling of the Main Libra!.7 entrance and
restr-ooms. The Libra.ry filed a preliminary appl ication for funding
of the Main Library remodel project and received · ... 'Yitten
notification from the state 1.ibrarian tha.t the proposal is
competi ti ve .
The Pv.l:-pose of this st.aff report is to recc-mmend that CO;.lncil adopt
the attached resolution (Attachment 1), authorizing the city
Manager-to s'.lbmit an ap-plication for LSCA Title II funding for the
Main Library project and indicating the intent to proceed ~ith the
project and provide the necessary local matching funds.
BACKG!WUND
In september 1992, the California State Librarian sent a letter to
public library directors inviting applications for between $15,COO
a~d $1,000,000 of federal LSCA Title II construction funds.
Approximately $1,500 1 000 is expected to be appropriated for awards
to California pul:llic 1 ibraries in 1993. The first priority
identified is for projects to remodel existing library facilities

MAIN' LIBRARY REHOQEI.ING P?DJE~
On Septembe~ 10, 1992, the Council accepted the ADA Transition Plan
to bring the City's facilities into co~plianc& ~ith ADA Title II
Subpart 0, Section 35.150(d); (CKR:4l4:92). The facility survey ...
conducted in prepara!tion for the "city's }o.ccessibility Study -Non
Compliant Items Report-I identif ied several correcti ve
recommendations tc>r the Main Library. Secause the tot~al cost of
these chanqes exceeded that tor any other City library facility and
the Main Library is the most. heavily used City library, staff
targeted the Main Library disabled access remodel as the proj~ct
tOT requested LSCA Title II f\lndinq.
Tt;~ LSCA Title II grant application (Attachment 2) ado.r-esses tour
of the non-compliant items listed in the Main Library section of
the city's Accessibility Study: the public ~estroo~s, doors at the
north entrance, doors leading to each of the two patio areas, and
the circulation counter. Schiraer Enqineering Corporation (SEC),
retained by the City to prepare the accessibility study, estimated
a tota1 cost of $92,230 to make the necessary corrective
recommendations in these four a~eas.
wnile reviewing the recommendations of SEC irl preparim; the LSCA
Title II grant application, the l,ibrary staff felt that the
solution proposed for the north entrance door ~as inadequate. This
entrance presently has two sets of doors in series which aid in
te~perature control durin9 the ~inter~ The distance bet~een these
two sets is not in compliance with the ADA regulations, and the
opening-on the outer set of dc>ors is too narrow. SEC proposed
removing the inner set of doors and replacinq the outer doors so
that one leaf is accessible, and staff recommer~s keepinq the two
sets of doors for reasons of enerqy conservation. staff also
proposes installing automatic doors at this entrance to provide a
more effective means of providing access to the. Main Library .. This
will necessitate an additional cost to relocate the book theft
detection system in this area. Th.esE! pr.oposed changes to the
recommendations suggested by SEC increase the total estimated cost
of this project to $137,850. Ho~ever, because 40 percent of total
project costs would be reimbursed to the city, this qrant provides

an opportunity to realize a better solut.ion at less total cost to
the City than was identified in the study prepared by SEC.

The city's ADA Transition Plan currently schedules the ~ork at Main
LilJrary to be completed over a three-year per-iod through 1994-95.
Upon approval of the Library's application for LSCA ~undinq, this
work will ~ re6chedul~a fer completion in 1993-94~
The city is required to provide $8~,710 in local matching funds for
this project. This would be accomp11shed by utilizing carryover
tur.dinq from the citywide .1992-93 ADA Compliance Capital
Improvement Project (CIP 19309), reallocating fUhds in the 1993-94
citywide ADA C!P, and Eoving up th~ Main Library access
improvements scheduled for the 1994-95 capit~l I~provement Program~
The city has applied for CDsa funding in 1993-94 fer ADA
il'aproV8lllents to civic Center elevators. Should the request be
~pproved by council, the reallooation of f~nds in the 1993-94 ADA
CIP would be impacted and a somewhat differ-ent distribut_ion of
fundinq would be utili~ed.
RESQLl.1TIQN REGARDING LOCAL SHARE
The tinal application to the State Library must include a
resolution of the local jurisdiction's qoverninq body naming the
authorized Official who signs and ~ubmits the application. This
resolution also must include a statement conf irminq the
availaklility of the local funding for this pr-oject. Such a
resolution must be provide.d by the May 3., 1993 application
deadline.
FUTURE JI.CTTONS
If the council approves the r-esolution regarding the Main LibT.a~
Disabled Access Remodeling project, staff will complete the final
application and submit it to. the state Library by May 3, 199).
Upon approval of the application, staff .. ill commence '.with the
design phase of the project. E~~ected date of completion of the
project is June 15., 1994.

WHEREAS, the California State Librarian is: soliciting
applications fro:n public libraries for federal Library Ser'.9ices and
Construction Act {-LSeA-) Title II con5ltruction funds and has
identified the first priority for funding 8.S project.s to remodel
existing library facilities to comply with the Americans ..... ith
Disabilities Act; and
WHBRBAS r the City of Palo ~to (the ·City·) has tiled a
Notice of Intent for LSCA Title II funding for the Main Library
Disabled Access Remodeling Project (the ·Project-) and has received
a letter from the State Librarian encouraging the submittal of an
application for such funding (the ~Application~) by May 3~ 1993;
and
WHBRBAS~ a requirement of the Application is the adoption
of a City resolution setting forch the Project description,
confirming the availability of City funding for the Project, and
naming the authorized City Official who will sign and e~~t the

NOW~ THBRBFORE~ the City Council of the City does hereby
RESOLVE as followa:
~..I.QN.....l. Subject to the City Council's appropriation of
funds for the Project under the City~s budget for fiscal year 1993-
1994:
a. The City Manager of the City is authorized to
sign and submit t~e Application for the LSCA
Title II funds;
b. Bighty Two Thousand Seven Hundred Ten Dollars
{$82, 71.0). or sixty percent (60') of the total
Project costs (whichever is less). in matching
funds will be provided by the City fo:-the
Froject; and
c. The Project will be i:milt as described in the
Application.
