Award of Contract tor Hamilton Ayenu~~tary Sewer Replacem~~
Members of the Coun~il:
This report requests that Council award a contract in the a~ount of
$90,6Sa.OO to Jardin Pipelir.es, Inc~ for replacement of the
Hamilton Avenue sanitary se'Wer between Gilman Street and Cowper
Street. In addition, staff recommends that ccuncil authorize the
City ~anager or her designee to execute one or more change orders
to the contract ~ith Jardin Pipelines, Inc. for additional related
but unforeseen work. ~ne value of these chanqe orders shall not
exceed $13,600. Funds fer this project are available 1n th~ FY
92/93 Capital Imprcvement Program budget for Wastewater Collection
System Rehabilitation/Augmentation.
Backaround
The existing E-inch diameter sanitary seW"e:!" on Hamilton Avenue
between Gilman Street and Cowper street is of insufficient size and
Elope to handle existinq .. astewater flows. This results in a
Utilities -maintenance problem as baCKUps occl.4r dl1ring peak. flo...
periods. Replacing the 6-inch diameter sanitary sewe~ ~ith a 10-
inch line will provide the necessary capacity for the area.
Environmental Assessm_ent
As part of the Council approval of the 1992-1997 erp, this project
receivea a negative decla~ation and no further environmental review
is necessary.

The project was sent out for competitive bid. Bids were received
from eight qualified bidders Qn March 16, 1993, as indicated on the
attached bid summary. The bids ranged fro~ a low of $90,682.00 to
a high of $155,135~ The Engineer's Estimate was $109 1 820.
The lowest r:':!sponsible bid:der ""'8S Jardin pipelines, Inc.
finds the low bidder to be qualified to perform the work.
Recommendation
staff recommends that Council:

the sanitary sewer on Hamilton Avenue: and

execute one or more change orders to the. construction contract
