The Municipal Code (2.08.020) r~quires Council approval for the
City ManagerTs appointments of Department Heads, I am plea5~d to
present for yo'Ur approval the appointment of Glenn Roberts as
Director of Public Works. Glenn comes to this position as the
outstandinq candidate from a stronq field of well-qualified
tinalists. He has a breadth and depth of experience in public
works includinq progressively more responsible positions ~ith the
City of San Jose, Glenn is currently San Jose's Assistant Public
Works Oirector with man.a:gement responsibility for three of the
department's operating divisions.
Clenn i~ a graduate of Santa Clara University and holds a Masters
Degree in civil Engineering trom San Jose Sta~e University. He
comes with very high recommendations and is enthusiastic about the
prospects of working with Palo Alto and its residents. He begins
his new assiynment on April 19.

I recommend that the City Council approve the appointment of Glenn
Roberts as Director-of Public works for the City of Palo Alto
effective April l~, 1993.

Glenn Rober'';; Appointed Palo Alto Director of Public Works
Glenn Roberts was named today lYirector of Public Works for the City of Palo Alto.
Roberts, currenily Assistant Public \\larks Director for the City of San Jose, was selected
following a statewide search to replace David Adams. who retired in January. The
appointment. announced by City Manager June F1eming. is subj~ct to City Council
confirmation on March 22.
Roberts, a resident of Los GatO>, has been with San Jose since 1969, beginning as an
Engineering Trainee and rising th.rough regular promotions to A<;sistar.t Department Head.
His experience includes management of major capital improvemenr projects., L-aruportation
planning and d:ve!opment, engineering manage~ent and department adr:Ur...istr?~tion.
Roberr.s is a graduate of Santa Clara University and holds a masters degree in civil
engineering from San Jose Srate University.
In making bet first major staff appointment since becoming City Manager, Heming said
Roberts comes to Lie City of Palo ~4Uto v.~th excellent recommendations and with a breadth
and depth of experience in the public works area. He is enthusiastic about tlu: prospect of
working with Palo Alto and its residents. He emerged as the fOp candidate from a field of
weU-qualified finalists.
Roberts will assume his new position on April 19. His responsibiiities include management
of the 192 employee Public Works Department with an annual operating budget of
Sll,191,500 and capital improvement budget of S26,51l.(lOO, His starting salary is $98,500
per year.
