Members of the Council~ REPORT Il'I BR;u.r The purpose of this informational report is to discuss the upcoming public meetings for the do~town San Francisco CalTrain extensio~. This report also summarizes th~ latest information regarding the alternatives and issues related to this project. At the upcoming March 24 public meeting in Palo Alto, staff plans to express Palo Alto's longstanding past support for a cost-effective extension of Cal Train to downtown San Francisco. staff Wlill then prepare a report to council on the information presented at that meeting. This viII allow time for Council, if it ~ishes, to direct any formal comments to the Joint Po~ers Board before it meets on April 15 to review public comments. BACKGROUND In 1988, the Peninsula Corridor Joint Powers Boar.d (JPB), the mme.r and operator of Cal Tra in service" authorized a Sc:n Francisco Downto'Wn Terminal Rele-cation Study for CalTrain (also known as the "downtown extension"). This project is co-sponsored b}' the federal government. The purpose o.f the pl:oject is (1) to i:mprcve rail service for patrons with destinations in downtown San Francisco or desiring to make regional transit connections, and (2) to relocate the existing terminal so the current sit.e at Fo·...!rth and TO\t,rnsen..1 Streets would be available for the proposed Mission Bay development. The Administrative Draft EISjEIR was prepared in 1991, and it evaluated three potential Rb\.-"ildt: alternatives for extending service closer to downtown. However, the Federal Transit Adm.inistration decline.d permissicn to circulate thoa EIS to the public, because there w~s no commitment for the local share of the project cost. The EIS sti 11 has not been circulated, and the downtown extension project is currently in limbo. Francisco. San Mat~o. and Santa Clara Counties. The Santa Clara County meetir,g wi 11 be held in the Palo Alto city council Chambers on Wedn~sday evening, March 24. At each meet-ing, the JPB "!4iill present the sarne information regarding th~ numerous changing events that affect the proposed dO'Kntown extension, and will receive public comrner.t. The JFB will revie'W the existing alterr.;a.tives analyzed in the EIS, and -will consider any new or revised project alternatives. The JPB hopes that public understanding of these changed conditions, new alternatives, and updated community goals, will guide the JPB in acting either to move this project forward to a ~QnClU5ion, or tc not consider it further. SIS ALTERJlATIVES. The EIS evaluates three "build" alternatives, plus a transportation systems 'management (TSM) alternative 1 and the lI no bui Id" alternative. All three build alternatiVes involve a sub'",ay alignment to the vicinity of Market Street and/or the Transbcy Terminal. 'rhe attached Ileal Train Update" provides further detail about these alternatives and other issues. The 1991 ~ost of the build altern~tives ranges fran $570 million to $695 million. Of this, $232 million remains uncommitted aTld ""could have to come from the three Cdll'rain counties. Santa Clara Ccuntyts recent Measure A, approved by the voters last year, eCirmarks $14-6 million for Cal Train improvements, but this lJloney is intended primarily for service upgradeG, electrjfication, an~ other improvements that are intended to directly benefit Santa clara County~ Other alternatives besides the three EIS bul.ld alternatives have been studied and proposed. Some .ere considered during the EIS process and rejected. Others have been proposed separately and h~ve not been fully evaluated. Some of these are listed in the attached calTrain Update. Citizen rail advocacy groups, such as the Train Riders Association of California and Peninsula Rail 2000, have proposed other less costly al~.ernatives. They also believe that costs for the EIS alternatives may be unnecessarily inflated. An informational sheet from Peninsula Rail 2000 is provided as Attachment :2 of this staff report. The JPB has identified six ke~l questions on 'Which it is seeking public inp'.lt at the m~etin-g;s. These are includp.d in the CalTrain Update, and are s\.unmarized below: 1. Is the~e still a priority to move the current terminal? 4. Can the terminal be mcved yet further from do'Wntown (to accommodate the Mission Bay and Giants baseb~ll stadium projects) and acceptable feeder se.rvice provided? 5. Is ertending CalTrain on a surface or above-grade lIligrunent acceptable to the cO!ru!lunity? 6~ What alternQtives merit further consideration? After the three public meetings, the JPB 'Will revie ... · and consider all i~tormation received. A epecial JPB meeting for this purpose has been schedul£>.d for April 15, 1993. Finally, at its regularly SCheduled May 6~ 1993 meeting, the JPB will decide 'What its next steps will be in the Terminal Relocation Project. ~ONCLUSION Despite the complexity of issues, new and old, regarding the San Francisc:I Terminal Relocation project, staff bel iev€'.s that. Palo Alto should continue to be a strong supporter of the project~ provided that its cost effectiveness can be demonstrated in terms of increased ridership. To that end I at the March 2-4 public meeting I sti!l.ff plans to express Palo A.l to I s longstanding support for the concept of a do'Wrltown CalTrain extension. Following that meeting, staff ~ill prepare a report to council on the information presented at the meeting. This will allow time for Council, it it wishes, to direct any formal comments to the JPB before it meets on April 15 to review public comments.
