Report in Brief
This is an informational report. No Council action is request6Q,
Attached is a summary o~ the City's lobbying activities related to
state and federal legislation during 1993.
Stete Legislation
The bills ii5ted on the atta~h~ summary are grouped by subject
areas, which are closely related to the Leaque of California Cities
policy committee~ as well as the City's functional
responsibilities. City staff reviewed many more legislative
proposals than are list".ed here; the bills included in the summary
are those which were actively lobbied because of their significance
to the City. Bills signed by the Governor and chaptered by the
Secret~ry of state are indicated.
Less than one-third of the bills listed in the summary actually
worked their way th:'ouqh both houses of the legislature and reached
the Governor,. or were firmly defeated or died. The outcome of each
of those bills was consistent with the City'S position. The City
took an active role in encouraging amendment of several bills to
remove objectionable provisions.
A really accurate picture of the city's effectiveness cannot be
shown until the conclusion of the second year of the legislative
session. Staff will continuQ ~o follow the two-year bills listed
in the sumamry. Bills introduced in 1993 must pass their house ¢f
o~iqin by January 31, 1994 in order to stay alive.

The summary inaicates the manner in which the legislators
representing Palo Alto voted on ~he bills. Of 1$ bills on ~hich
Ass~Mblyman Byron Sh~r cast a floor or committee vo~e, his vote was
consistent with the City's position on 17 (89\). Senator Rebecca
Morqan resiqned (rom the Leqislature prior to the conclusion of the
session. Of the sev~n bills tracked on ~hich Senator Morgan cast
a floor or committee vote, 70 percent of her votes were consistent
with the City's position~
In a~Qition to reacting to pending legislation, Ci~y staff members
also were instrumental in the oevelopment of legislation. Staff
were a resource to the League of California Cities' Environmen~al
Quality policy Committee task force (chaired by CO!.1ncil Member
Andersen) which addressed ~eforms to the CEQA environmental review
process. Public works Department staff are continuing to work with
Assellblyman Sher on legislation in t.he areas of watershed
.anaqement and household hazardous waste collection.
Fe4¢ral Legisl~tion
It is aore difficult to accurately summarize the status of federal
legislation which the City is tracking. Each bill in t.."e House
eventually has a counterpart in the Senate, and several bills may
be introduced sequentially on the s~me issue. Analysis is further
complicated by the fact that very different issu~s can be joined
under one bill. The City'S communication with members of conqress
durinq the year usui!.lly focuses on issues rather than specifio:::::
billa. There has been limited action in conqress to date on the
issues which are included in the summary; staff will continne to
monitor these bills when Congress reconvenes in January.
