LIBRARY FUND MONIES
MEMBERS OF COUNCIL:
The purpose of this report is to !'"ecommend a budget amendment fer
!"eceipt and expenditure of PUblic Library fund monies recei'\~ed from
the California state Library for purchase of library materiels,
equipment and consultant services.
BACKGROUND
Since fiscal year 1983/84. the Public Library Fund, authorized by
state law and supported annu.ally through the Governor" s budget, has
been distributed to public libraries in California. Eligibility to
receive funding requires certification of local revenue
appropriated for public library service, to demonstrate the
maintenance or increasa of local support compared to the previous
fiscal year~ A formula based on population and fin<'lncial support
per capita determines the amount of funding each ju.r-isdiction
receives. The funds :may not be used for building construction.
ru;SCUSSION
The library applied for, and has received I funding from the P"..rblic
Library Fund. in the amount of '$.18, 69B. Staff proposes the
following expenditur~s: $5 , 000 for purchase of' new library
materials: $3 I Ei98 for replacement furniture and eq'..lipTCent. and
$10 ,000 for consultant services to provide technical expertise l to
complete a report on library computer development needs for 1995-
2000. Staff has planned for these expenditures to support ongoing
operations and has not budgeted for these items.

IN RECOGNITION OF RECEIPT Of FUNDS
FROM 'IHE PUBLIC LIARARY FUND OF THE STATE LrBRARY
WHEREAS, pJ..:rsuant to the pt'ovision$ of Section 12 vf Article
III of the Charter of the City of PalO Alto, the council on June
22, 1992 did adopt a budget for fiscal year 1992-93; and
WHEREAS, the State's public Library Fund distributes funding
through the State Li:Ur-ar}' to be used by local j lJr isdictions for any
library-related purpose except building constru.ction; and
WHER~~S, the Library Division of the Community services
Departll',ent applied for and received a grant allocation from the
State Library's 1992-93 P:...i.blic Library Fund to be used for purchase
of library materials, equipm€nt, and consultant services.
NOW, THEREFORE~ the Council of the City of Palo Alto does
ORDA!N as follows:
SECTION L Grant Revenu.e is increased by the sum of Eighteen
Thousand Six Hundred and Ninety Eight Dollars ($18,698) in the
Library Division for receipt of public Library Fund monies4
SECTION 2_, The sum of Eighteen Thousand Six Hundred and
Ninety Eight Dollars ($18,698) is hereby appropriated to the
Library Civision as follows:
A. Contract Services, Ten Thousand Oollars ($lO~OOO)j
B. Supplies and Material~, Five ThoQsa~d Dollars {$5,OOO)j
C. Facilities and Equipment Purchases, Three Thousand Six
Hundred and Ninety Eight Do]la~s ($3,698).
SECTION~. This transaction will have no impact on Reserves.
SECTION 4. The Council of tha City ot Palo Alto hereb::{ finds
that the enactment of this ordi~ence is not a project under the
California Environmental Quality Act and l therefore, no environmen
tal impact assessment is necessary.
