Members of the Council:
The City of Menlo Park has issued a forma! notice. that its City
Council will hold a Public Hearing on a Negative Declaration for
the Willows Neighborhood Traffic Improvement Plan, in the Council
Chambers, at 7:30 p.m. on Tuesday, March 16, 1993.
The Willows Plan is a series of small intersection circles, stop
signs, channelization: traffic diverters, and lirr,ite:d street
closures that are intended to reduce or eliminate traffic that
travels through the neighborhood.
The city of Menlo Park has prepared a Negative Declaration for the
WilloW's Plan and has circulated it for review and comment. The
formal period for submitting writt.en comments regarding the
Negative Dsclaration ended on March 10, 1993.
Palo Alto staff reviewed the Negative Declaration and concluded
that it was deficient and in need of substantial revision, and has
asked that it be amended and ~Ecirculated. Formal written comments
were provided to Menlo Park in the form of a le~ter dated March 10,
1993, expressing Palo Alto staff concerns and the basis for such
concerns. A copy of that letter is included as Attachment 1.
The primary concern is that the Negative Declaration and Initial
study (Attachment 2) do not make any In;antion of the potential for
sUbstantial traffic diversion to Palo Alto streets, as required by
CEQA. Information presented in an earl ier (May !992; report
prepared by TJKM Transportation Consultants for the ','Jillows area
(which illcludes a similar degree of traffic diversion. albeit by
different ~eans) leads to the conclusion that there is potential
for substantial traffic volume increases on several streets in Palo
Alto, most notably Chaucer Street and University Avenue.

We have rece;,tly received notice of a M~rch 16, 1993 public
hearing on the Negative Declaration for the willows
Neighoorhood Traffic Improvement Plan. The hot ice indicates
that written comments are to be submitted by Match 10, 1993.
We have reviewed the Negative Declaration and Initial :t~dy
and have concluded that, apart from serious concerns that ... ·e
have about the willows Plan l we believe that the Negative
Declaration and Initial Study are clearly deficient and in
need of substantial revision l and should be amended and
recirculated:.
Our pI""imary concern is that the Negati .... e Declaration and
Init ial study do not mention, much less quantify, the
potential for substantial traffic diversion to Palo Alto
Streets. The Negative Declaration, in its discussion of the
ItEffect on Traffic Volume'", concludes that the proposed
diverters would reduce the volume of through traffic in the
neighborhood. However, CEQA requires that an asse£SIllent
also be done of \r.Ihere the traffic 'Would go if it is
eliminated from a neighborhood. Based upon our review of
the proposed Willows plan l it appears that. Woodland/Chaucet"
and G.ilbert/Central/Pcope/Chaucer 'W'ould be the only
remaining, mostly unobstruc~ed routes for through traffic to
~ass through the Wlllo~s neighborhood.
From this, 'We have concluded that there is potential for
suhstantial traffic volume increases on severa] streets in
Palo Alto--:nC'l£t notably Chaucer-street and University
Avenue. Traffic increases are also possible on several
other of Palo Alto's local streets betWeen Middlefield Road
and university Avenue which provide bypass options to the
Middlefield/Uni versi ty intersection. Such tr-aft ic increases
are certain to exacerbate existing problems about which
residents living in those areas have and continue to express
serious concern, and for 'Which Palo Alto staff is presently
conducting an evaluation.

While the currer.t proposed Willo ..... s plan differs trol!'! the May
.1992 T.JJCM study, it is our opinion that the proposed traffic
diverters included in the current Willo'lis plan ... ill be just
as effective in eliminating through traffic as the full
street closures propo~ed in the earlier TJKM plan. Thus, in
the absence of more specific informatio~ to the contrary, ~e
believe it is likely that the traffic volume increases
presented in the May 1992 TJKM report (Figure ~-7) vould be
similar to these presented in the Initial study. The TJKH
report. predicts traffic volume increases (due to traffic
diversion and growth) of 2140 vehicles per day on
Middlefield r 2749 vehicles per day on Chaucer, 5900 vehicles
on UnivEl-r~ity~ and other undocumented potential increases on
connecting side streets. This is clearly unacceptable to
Palo Alto.
We~ therefore~ raquest that the following revisi~ns ~ made
to the Willo~s Neighborhood Traffic Improvement Plan and the
Initial Study:
1. The proposed plan should be modified to reduce t}-,e
usage of th~ Pope/Chaucer bridge as the only remaining
open access for through traffic in the Willows
neighborhood.
2. Potential traffic volume changes on Menlo Park and Palo
Alto streets should be determined ~nd discussed in the
Init.ial Study. As a m.inimum, the follCl'll.'"ing palo Jo..lto
stree~s should be included in the study: university
Av~nue, Chaucer street, Midd.lefield Road, palo Alto
Avenue i;.etween Middlefield and Chaucer, and Lytton
Avenue and Guinda Street between Middlefield and
University.
J. A.~ticipated traffic volume changes should consider
existing traffic volUltes, as !Jell as traffic from
future new development~ so that predicted and actual
test results can be meaningfully co:npared during the
trial period.
4. Traf.tic volume measurements should be made on all
streets at the 6-l'Donth and I-year periods~ including
the Palo AltO streets listed above.
5. The plan should incorporate a procedure for changing
traffic control device designs or locations during the
trial period~ including the potential installation of
additional devices{ i!'1 response to problems that might
arise during the trail.

of the proposed Willows plan on Pale Alto streets may lead
to such -considerations as the partial or full closure of
access to the Pope/chaucer bridge, ... 'hich is the type of
option ~e ~ould like to avoid.
We are .... illing to 'Work 'With Menlo Park staff in order to
develop an improved plan for the Wi 110ws area that 'Would
minimize impacts in Palo Alto, and even possibly improve
traffic conditions on beth sides of San Fra!1cisguito Creek.
