Gas and Waste\o{ate~~ __ ~~ Me~bers of the Council: '!'his report requests that Council approve the City's Standard Dra"lings and Specifications, 1992 and the Utility Standards for Water, Gas and Wastewater, 1992. Ij:!92 The City's Standard Drawings and specifications (SDS) l 1992 regulate construction in the public right-of-way, so that improvements are safe, u~iform and maintainable. The SDS contain general provisions, technical specifications and drawings, for implementing public capital improvement and private development projects within the City. The general p~ovisions incorporate the City's ordinances applicable to construction, specify conditions to control the contractor's 'Work and provide requirements for administering construction. The technical specifications and drawings provide standards {or improvements ~ithin the City right­ of-way, such as streets, sidewalks I c\!rb and gutter ana storm drains. Since Council approval of the City Standards in 1972, the document has been supplemented 'With revisions resulting from ne'W laws, regulations and construction standards a~d materials. Sufficient changes have been made to warrant the issuance of a 1992 edition, which formally incorporates: these revisions. The changes have been approved by the City Attorney's office and reviewed by all affected City Departments. The most siqniticant revisions have been made to curb ramps, reCYCling, environmental controls and catch basi~s. Re-cycling Because of recent legislation strictly regulating f~ture landfill wastes, a section has been added requiring contractors to recycle asph&lt and concrete materi~ls removed from construction projects. In the :past, these mate!'ials were taken by contractors to the landfill or used as on-site construction materials for building pads, roads and dry areas during inclement weather. Recycling these materials allows r~use in other construction projects and reduces the rate of landfill growth. AV:~o. Environmental controls s~ecifications regulating dust and noise on construction sites have been added, as well as a prohibition against diSCharging contaminants into any lake, stream, well, storm drain, channel or into the atmosphere. Catch Basins The grate for catch basin~ was changed to allow sate passage of a bicycle over it in eny direction. Discussion of standards for Water GJ~.§ _____ and Haste .... ater, l_;;ll The Utility Standards for Water Gas and Wastewater, 1992, are being presented to council for the first time. The Standards for Water Ga:e: and Wastewater~ 1992, direct the construction of Water Gas and wastewater facilities in the public "!'ight-of-way and on private property. Traditionally, construction of all water Gas and wastewater facilities was accompl ished through the use of Cit.y crews. The need to develop a written set of standards to qovern the construction of replacement utilities became expliCit, after Council approved the utilities infrastruC'i:ure replacement program and the City :began to use contractors to complet,e utility construction projects. The Utilities Departm€nt developed a new se~ of Standards for Water Gas and Wastewater over the last t'oriO years. The Standards include general c~nditions and technic~l provisions for each of the Water, Gas and W;,ste'Water collection System utilities. Standard Drawings for the Water. Gas and Wastewater collection utilities are ~lso included. The tec}-\..nical provisions for Water, Gas and WasteW'atel.' include desiqn criteria, material and appurtenance specifications and procedures for construction and testing of installed pipelines. The Water, Gas and Wastewater utilities began designing with ne~ construction material!'; to extend the useful life of replaced utilities during the last five years. Th~ water system is now using pvc (polyvinyl chloride) a:'l;d OI (du-::ti Ie Leon) for water distribution lines. The gas system is using PE (polyethylene) pipe for distributio.n and service lines; and the waste ... ater collection system is being replaced .. ith PVC, ABS (acrylonitrile butadiene styrene) and VCP (vitrified clay pipe) materials~ Environmental Assessment The Standard Dra~ings and Specifications, 1992 and Standards tor water, Gas and Wastewate" 1992 are exempt California Environmental Quality Act (CEQA) under 16051(b) (3) of the CEQA Guidelin<!5. RESOLUT!ON OF THE COL"NCIL -OF -THE CITY OF PALO ALTO ADOPTING THE UTILITY STANDARDS FOR WATER, GAS AND WASTE'tiATER SPECIFICATIONS OF THE CI'rY OF Pl'.LO ALTO AND ADOPTING AND AMEr..'DING THE CI'I"/ OF PAI,Q AL'!'O ST~~ARD DRAWINGS AND SPECIFICATIONS WHERF~~ on May II, 1364, the Council of the City of Palo Altc adopted by motion the ~Standard Speci:ications of the City of Palo Alto,-which encompasse1 the engineering specifications and administ~ative guldelinss for all City of Palo ~~O public works projects, including the projects now administered by the Department of Utilities of the City of Palo ~to; and WHEREAS, on December 18, 1972, by Resolution No. 4690, the Council adopted amendments to the ~Standard Sp~ci!ications of the City of Palo ~to~; and WHE..Q.EAS, the etaff of the Department of Utilities has determined thac it is in the City~s best int;oreats to develop engineering specifications and administrative guidelines uni~~e to certain City utility projects; and WHERE.~. over the pa.st twenty }-ears~ engineering theory and practic€ have evolved and state laws pertaining to publiC ~orks construction and public works contractors have changed such that the prOViSions of the "Standard Specifications c.f the Cit.y of Palo ~to~ need to be updated; NOW, THEREFORE, the Council of the City of Palo ~to does hereby RESOLVE as follows: SECTION 1. The Council of the Ci t-y of Palo Alt-o does hereby adopt the ·Utility Standards for water, Gas and Wastewa~er," First Edition, 1992. prepared by the Director of the Departrn~nt of utilities. ~~_~IQN 2. The Council of the City of Palo Alto does hereby further adopt the amendments to the "Standard Specifications of the City of Palo Alto' prepared by the Ci~y Engineer, which now shall be entitled "City of Palo Alto Scandard Drawings and Specifications,' Third Edition, 1992. ~_Q_U..
