This is an infOrnl'3tional report, no Council action is .r-equired.
On September 14, 1992, Council approved a resolution authorizing
the City Manager to submit an application for AB 434 funding for
the stanford Research Park Shuttle project (CHR:413:92; september
10. 1992).
We have received notice that the Board of Di~ectors of the Bay Area
Air Quality Management District (BAAQMD) has approved funding for
15 projects, totalling $2.6 million. The notice, which listed both
funded and nonfunded projects, is included as Attachment 1.
One hundred a!'ld three applications totalling $17 million w?.re.
received for the regional portion of the funds. The regional
portion is administered by BAAQMD and represents 60 percent of the
funds~ The remaining 40 percent is allocated directly to county
recipients {Congestion Management Agencies).
The Stanford Research Park Shuttle project .... as ranb:;d 23rd out of
the 103 applications submitted. The project scored 82 out of a
total of 115, with the range of scores b~ing 14 to 100 for the 10)
applications. The lowest scoring proj E:ct that was funded h3.d a
score of 86.
Two points warrant further comment.
• First, nearly all of the funded projects have V€yy high
levels of matching funds, or conversely, a very low level
of AB 434 funding. Seven of the 15 funded projects had
at least 87% matching funds, three more had at least 7Jt
matching funds, and the other five funded projects had at
least 4~\ matching funds. The SRP Shuttle project was
submitted ~ith 20% matching !u~ds.

Mateo County and four are within ~lameda county.

for the Stanford Research Park Shuttle Project, staff will continue
its efforts to pursue other possible funding SOLlrces, as such
opportunities arise.

The Bay Area Air Quality Management District received 103 applications for the regional
sh>re of tho Transportation Fund for Oean Air, totalling nearly $17 malion. District staff
reviewed and scored the appUca ti ons using the critena and point system dcscnbed in the
application padcage. Based upon th ese scores and available funds, the Board of D~'eClors
bave approved funding for the top fifteen scoring projects, totalling $2.585,975_ These
projects, ?Jong with the scores of all projects, are listed in attached Tables 1-3.
Additionally. the Program Managers in each of tb: nine Bay Area counties have programmed
approximately $2.35 million. The programs and projects funded by the counties' share of the
funds are summarized in Attachment 4.
The application period for FY 1993-94 will begin in late February -early March of next year.
