This report and attached application describe the purpose and intp.nded use of
a Certified Local Gover~ment (CLG) Fu~d grant, administered by tr.e State
Office nf Historic Preservation, t~ computerize Palo Altu's Historic Building
lnventory. The Hi stor-ie Resources Board and staff recommend City Counc; 1
approval of the attached resolution endorsing the grant application.
Background.
On February It. 1~92, th~ National ~arK Ser~ice. through the State Office of
Historic Pres.ervation, approved Pale Alto's participation in the Certified
lGcal Government Program (CLG)" The CHy Council prE-'.'1ously had approved Palo
Alto's application for tLG members~1p on July 22. 1991 [see CMR:372;91).
Partic1pation in the ClG program entitles cities to obtain federal grants fer
local preSeryat10n efforts.

a computerized data file.

tlG grants for 1993 applications require mdtchj~g fund~ on a 60 percent
Federal and 40 perc~nt applicant basis. T~U5, Palo Alto's potential
contribtltion, or equiwalent in lieu ser~ices, on the sa,ooo reques~ed grant
would amount to approximately SS,(OO for i tot~l project bud~et of $13,400.
The attached application states that Hlstorlc Resources Soard [HRS) members
will contrlbute in lieu volunteer ti~e t~at ~ould exce~d the amount required
of the City for tile reqt!ested grant. Staff time administering tne gra:"lt
program would boe incorporated into the existing staff time allocated to
servicing the Historic Resour~ss Board, i.~ .. between 5 to 10 percent of one
.Planning staff position. Thus, no addiUo!lal appropriation. of CHy funds or
allocation of st3ff resources ~~uld be n~ce3sary to implement the projeLt_

Tne Historic Resourc~s Board has long recognized t~e potential benefits of
having th~ Cityrs Historic Buildir.g Inventory computerized. As a result, on
March 24, 1993, the-Historic Resources Board. whicn prepared the attached
grant appl icatian, Ilnanimously recommended Cit), Council approval of the

The benefits rQr computer7zing the City's Historic Building Inventory are
rJlu1tifo1d, and tt-.e costs to thp.. C1ty irl administering this requested grant
would be quit! mod~st and absorbed within the projected 1993-94 City budget_
Therefore, steff concurs ~;th the KRB's endorseme~t and supports the
appl icat-~on for-il CLG grant to fund computerizing the City's Historic Butlding
Invcntorj' .

The recommended action does not constitute a project under tne Californ1a
Environmental Quality Act, and no en'lironmental asse5.sment is necessary.

NATICNAL HISTORIC PRESERVATION GRANT FOR
COMPUTERIZING THE PALO ALTO HISTORIC BUILDING

WHEREAS; t1"'~e Congress u.nder: Public Law e9-665 has
authorized the e~tabli6hment of a National Historic Preservatico
Grants -in~Aid P=,~ram providirl3' .matching funds to the State of
California and its eligible subdivisions for historic preservation
survey, registration, and planning; and
WHEREAS, the State Department of Parks and Recreation is
responsible for tne administrat.ion of the program wit.hin the State.
::letting up necessary rules and procedures governing appl ication
under the progl-aro, and
WHBR&AS, said adopted procedures established by the State
Department of Parks and Recreation require the applicant to certify
by resolution the approval of applications and the availability of
local matching funds prior to submission of said applications to
the St.ate;
NOW, T:iEREFORE, the council of the City of Palo does
RESOLVE as follows:
~~QN L The City Council r-~ereby a.ppr'::lves the filing of
an application for the Natio!'lal Historic Preservation Grants-in-Aid
assistance for computerizing the Palo ~to Historic Building
Inventory.
~ECTIQN 2. The City Council appoints the City Manager or
her designee as the agent to coordinate, process, and execute all
contracts, agreements, amendments, and ancillary documents within
the scope of the application, a copy of which is attached hereto
au~d incorporated herein by reference.
~CTION __ ..1, The Ci ty Council agrees that all rectuired local
~atchiog funds will be provided tor the project. In accordance

The City of Pale Alto Historic Building In"\~entory contains
information on Over 500 historically significant structures. Listed
information includes: date of construction, o~iginal owner,
architect, and builder, as well as a written description, the
building's significance and any alt.erations.

:PROJ'ECT .SCOPS
The City of Palo Alto maintains an Historic Building In~entory of
over 500 buildings which are of local and/or regional historical
architectural signifIcance. The inventory, which was initially
cre3.t.ed ir'l 1950 I lists buildings by category; from
"'4 -contributing" up to n l-significant u .
The proposed project lIiould consist of creating a comp1.:ter data t:ase
to include the entire Historic BUilding Inventory. 'This 'Would
facilit.ate expedient upgrading ot the Inventory as additions and
category uM"ra.aes occur (done en a periodic basis by the Palo Alto
Historic Resources Board) as well as when b~ilding
renoYations/alterations are perfm .... med.
Project c)bjectives include:
-creation of a computerized data base of the existing Historic
Building !n .... el",tory, updated and current.
-Obtaining appropriate. computer d.::.ta based sofb;are for
histori.c preservation uses.
-Facilitating simplified and comp=ehensive access to facts and

for intensive data entry and aCcess appropriate to historic
preservation use.

RESULTS
These are numerous results of this project:
-The computerized Inventory '""ould give current information on
historic properties.
-The presently time-consuming and laborious proce~s of upgrades
and additi~ns would be greatly simplified.
-Specific data would be easily and quickly obtainable, ~uch as
listing of buildings by a certain bujlder or architect,
examples of a specific ~rchitectural style.
-The public "Would have sirnpli f ied access to the wealth of
